The fact that the cards are labeled as "Dragon" should lead you to expect that Blizzard must have a plan (even if it's only 12% of one right now) to eventually create synergies. Otherwise, why bother with the label at all?
My main worry with Dragon synergy buff is just how powerful the late game dragons are. Most of the dragons are already legendary, I'm not sure they need any buffs to make them more interesting\powerful.

This is a total Chekhov's gun scenario. Anything's possible. However, that being said, there are only 11 total Dragon cards (9 collectible) and 6 of those are Legendary. So I guess unless they introduce a bunch more commons and rares, there's not much that could be done that wouldn't be crazy OP.
If anything, as another user mentioned, I'd see them use the Dragon label more for defense...some sort of Dragon killer or Dragon immunity card(s).

The immensity of most dragons is a good thing, not a bad thing. No beast deck is built around King Krush, and the murloc/pirate sets don't have any big 9-10 minion members. Attempting to pull of some awesome combo is a whole lot harder when it involves a 9 mana creature and thus requires multiple turns. Besides, buffs like "+1 attacks" are a lot of fun on, say, a 2/1 with charge because it really changes the potential of the card; how often would it really make a difference on an 8/8? While I agree it would be an unnecessary distraction to take dragon cards which are already fantastic and make an archetype out of them, it is an issue of personal preference and interest and not an issue of making them excessively powerful.
in hunters you see beast synergy, and in warlocks you see demon synergy
both of these types of cards have labels on them, even in neutrals, with "beast" or "demon" at the bottom of the card.
but there are also labels for dragons, such as Twilight Drake alexstraza and Deathwing

There probably will be a sinergy,and labeling them now saves a bit of time for the devs.
I imagine that,as murlocs are aggro sinergy,dragons will be a mid-late game control one. Dunno,anything can pop up. :P
I personally miss Gnolls as a race. Also,needs more Kobolds.

They said before that they dont have any plan for dragons now. They only label them cause they are important part of warcraft.

I also recall this interview. Don't expect dragons to do anything anytime soon.
