I returned to the game some weeks ago and I'm not all that good (obviously).
I'm stuck at rank 15 and I run a Highlander Priest with pretty much every standard card in it but I can muster a win streak.
When I do have a smooth control of the game, I don't draw Raza and when I do draw him I get rampaged by aggro.
Do you have any pointer? Mulligans idea? Anything really, it's just really frustrating to play for 20 minutes and then draw Raza at the end and it's way too late to activate a win condition.

Either try Wild for it, or try another deck. Not much I can say.
You're running A LOT of suboptimal cards that don't help your deck to be more consistent, Crystaline oracle, Happy Ghoul, Cabal Courier, thought steal, Skuking Geist and Free From Amber... While this are all at worse, decent cards, Highlander priest is at it's core a combo deck, you draw Raza and Anduinn you're in a good spot, you draw Velen and cheap Spells after that specially Mind Blast and Smite you're golden, so for that reason cards like Thalnos and Auctioneer are so good, they help you to draw more cards, you don't need any random cards generated, you don't need cards from your oppoent's deck, you don't need any absurd huge minion, the only thing you need to destroy your opponent and OTK them are the cards in yout own deck, so cut all those, add cards like Thalnos, Auctioneer for more cards draw, Priest of the feast for healing and then some tech cards for your local meta, things like Tar Creeper or Golakka are better to stall the game and get top your power cards
Agreed that the decklist is a bit subpar and could be improved. But still, that deck list, piloted properly, should be able to reach rank 5.
Brush up on your control fundamentals, watch other people play the deck on YouTube / Twitch, and use a deck tracker / game replay to study your plays after the game to determine if you could have done something different. It's amazing how many games you end up 'throwing' but you don't realize it until you go back and replay and see your obvious misplays. Learning to recognize and avoid those misplays in the future is key to improving at Hearthstone.

Agreed, your list was sub-par, especially the lack of circle of healing.
Mulligans can be tricky with this deck. In my starting hand I wouldn't keep some overly situational/weak cards like holy smite, shadow visions, spirit lash, sw: death or even shadowreaper anduin against aggro. Auchenai + circle combo is fine to keep against aggro, however, if you only get one part of that combo then I wouldn't keep it, the odds of drawing into the other combo card is low.
The cards to look for in the starting hand are kazakus, raza, card draw, good early game like tar creeper, golakka crawler and doomsayer.
If you don't have the raza/anduin combo, don't be afraid to stall a bit and try to get the most value out of your removal. Try to keep silence, sw: pain and sw: death for the most critical targets like vicious fledgling, darkshire councilman, southsea captain, acolyte of pain, doomguard, cobalt scalebane, cairne etc.

You should post your decklist for comparison, maybe there's something you're missing or something you're running too much of.
Also, make sure you put lots of draw in the deck.
This is what I run currently, played like 15 games today, lost 8 won 7, no streaks.
