So what makes this a budget deck? The 2 legendaries + 2 epics or the fact that it has only 7 basic/common cards?
imo 2 legendaries and 2 epics is pretty budget these days when so many decks are running control + 5 or more legendaries + 'x' epics, etc.
well IMHO a deck that costs 5400 dust is not a budget deck. Just because some people drive a Lamborghini, doesn't make an Audi a "budget" car.
IIRC it is 5100 to craft EVERYTHING. That's still a lot, you're right. However, like i said, these days a lot of decks are running 4-5 or more legendary's ( and way more epics than this deck is using ) so I feel like this is a budget duck in retrospec to the current meta.
It seems to work decently, the only problem is that all the minions have 1 or 2 health aside from the Savannah Highmane and are very easy to clear with hero powers or spells (especially AoE).
Another problem I noticed is that the only cards we can play early on are Knife Juggler and Pint-Sized Summoner, the problem is that they are then cleared by a spell or my opponent plays a 2-1 minion on the first turn which can clear it.
Once we get to 6+ mana we can dump multiple cards together, but I don't want to leave my opponent 6 turns to build up an army of buffed minions, there is only so much an Explosive Trap can do.

For people who haven't played since the beginning of the beta or don't have the money to buy all those legendaries. As in good solid decks that can be used without legendaries or with max 1. I agree. Sort of like the terms "90% winrate" should be reserved for decks that actually have a 90% winrate. Which actually would be none of them. Whereas the 90% win rate deck is a fantasy, the budget deck is real, it does exist, it can have a reasonable 60% win rate.

The weakest part of the deck is absolutely the minion life. Even when they are buffed to 4+ attack, their life is still around 2. That is the main issue of the deck. Pint Sized Summoner is usually there just to stall / force removal. If she lives though, it helps your next turn or so out greatly.
I usually save Knife Juggler for later in the game. I'll bait removal with cards like Dire Wolf ( one of the worst minions in the deck ) , however most time your opponent will see it as a beast that provides buffs and waste removal it it thinking it is the right play.
Tinkmaster Overspark is a decent addition I have found since you can use it on snakes or hounds to get another beast summon with a chance at the devilsaur and it retains the risky defensive use that it has in other decks.

Tinkmaster is awesome for hunter decks, since his flop (the squirrel) is still a beast and procs knife juggler/buzzard as well as pumping the hyena, and obviously you can just do it on one of your already 1/1 tokens.

There's not supposed to be a risk using him. You should use it on minions that are better than a 5/5 Devilsaur

2 Legendaries is not a Budget deck
There's not supposed to be a risk using him. You should use it on minions that are better than a 5/5 Devilsaur
With the idea to put a ton of minions on the table, what do you think about putting sea giants in this deck?
