My guess is the game is treating it as you playing a 1/1, instead of summoning it. Honestly, neither of those things happens though. You aren't summoning something when it simply changes. If you evolve and you get a knife juggler, you don't trigger it, because TRANSFORM is not the same thing as summon or play. So yes I would say it's bugged.
Interesting. I wonder, then, if it would be worth including Tinkmaster Overspark. You probably have more minions on board than your opponent, making it more likely to affect you. And you would either transform a 1-cost into a 5/5, or else transform it into another 1-cost that would boost quest progress.

This happened to me:
I was playing Quest Hunter against Mage.
I played a Houndmaster. The mage had a Potion of Polymorph in play. The Houndmaster transformed into a 1/1.
So... I played a 4-drop but a 1-drop was summoned. I was 6/7 at the moment in the quest and ended completing it. An incredible secondary effect...
The text for Potion of Polymorph reads: "After your opponent plays a minion..."
I feel like it shouldn't happen that way either. If the mage were to play the spell Polymorph, I doubt it would count for your quest. Or would it? O_o

The Quest says play 7 1-drop minions.
