So here's what I used to defeat heroic Rafaam. This will take quite a few tries as he's a pretty tough boss.

The idea is to steal or destroy all the 10/10 heroes he puts out on the board, if he gets some other great legendary up, don't be shy. Every bit helps.

As you've propably noticed this is a very basic deck, feel free to replace some stuff with stronger cards, especially faceless manipulators if you have any! I'm pretty sure these will be awesome for copying 10/10 minions.

Use your hero power, some of the cards you get can be very useful like: Turn a minion into a 2/1 pit snake, give a minion +10/+10 (never got this one, not sure it exists in heroic), get a 0 cost spell, deal 3 damage to all enemies (save this one for when he floods the board with 3/3 mummies), Heal 10 to all characters, gain 3 copies of a minion. Personally i finished him off with the trickiest card: Deal 5 damage to ALL characters.

Mulligan: 1 Shadow word: Death, 1 Northshire cleric for the first turn, and something low like Museum curator. He often starts by putting a Fierce Monkey on the board, a Shadow word: Pain is great for handling this painlessly.

Note: This deck doesn't contain that many strong minions, use the curators to find good mid cost minions like wobbling runts or something.

Don't rush with trying to deal damage to him, just focus on controlling the board really hard.

It's a tough boss, but personally i felt Scarvash was way harder.
