GENERAL MULLIGAN ADVICES : always keep Springpaw and any 2mana cost cards (which are ; Headhunter's Hatchet, Scavenging Hyena, Dire Wolf Alpha, Hench-Clan Hogsteed)
do not keep multiple 2mana cost cards without The Coin, if you do not have Springpaw.
vs Druid, Hunter, Paladin, Rogue, Shaman, Warlock : I would keep Unleash the Hounds since their most popular decks are usually developping a board with 3+ minions quite often. (keep Timber Wolf with Unleash the Hounds if you can keep a Springpaw or coin + any 2 mana cost card from the deck as turn1 play)
vs Priest & Warrior : I would keep Ironbeak Owl (since their hero power counter yours and it might stop you from finishing them if they play a minion you need to silence to clutch the win)
if you can't have Ironbeak Owl, keep Tracking, hold on it and once it's needed, dig for Ironbeak Owl.
vs some Druid, Mage, Paladin, Shaman and Warlock decks, the same advice about Ironbeak Owl and Tracking might apply, but...
this is kind of early in this new expansion to say if you will face more Aggro or Control version of them.
so I'd say think about what you seem to struggle the most against, to choose to keep it or not.
I'll figure this out more effectively as I play more games with this deck.
if you already have Springpaw and any 2mana cost card :
- I would keep Animal Companion (or Tracking if you don't have the coin)
since Animal Companion give you a 1-2-3 mana strong opener on curve, and Tracking open you a lot of option on turn3 or later, to dig for the cards you might need/want later on.
- another good choice if you have Springpaw is to keep Timber Wolf, since turn2 Timber Wolf + Springpaw's Lynx is really strong.
owl vs mage, pal, priest, warrior)
I would not recommand to keep Kill Command or any of the 8 cards in the deck that cost 4mana or more in the Mulligan.

So, the general idea is to focus on getting a good curve with multiple key possibilities, as this deck's goal is to win as soon as possible, before it is too late, dodge board clears, and avoid or kill big taunt effectively.
since 22 of the 30 cards are 3 mana or less, and only 4 cards are higher than 4 mana you're almost guaranteed a 3 mana or less card when you rotate a card in mulligan.
Springpaw and Hench-Clan Hogsteed have great synergy with Headhunter's Hatchet, Scavenging Hyena and Dire Wolf Alpha.
this is the most important part of the game, turn1 and turn2, if you get great value from them, then it's all about figuring which deck you are facing and play around cards that could ruin your game before you are able to bring your opponent low enough to finish it with hero power and some burst you can draw.

if you have a little more budget, I could see Shimmerfly and/or Revenge of the Wild in this Aggro version of Hunter.
if so, I would rotate out either Timber Wolf, Dire Frenzy, Houndmaster, Dire Wolf Alpha or Ironbeak Owl.
I think I would put only 1 Revenge of the Wild since I believe 2 might be risky to end up with a bad hand, sometime.
and for those who wonder why Leeroy Jenkins is not in this list, it's only because this is a budget decklist :D
I do recommand using it, and recommand switching it with Savannah Highmane

rank6, but I just started using it 2 days ago, went from rank18 to 6 very quickly with multiple very long impressive win streaks
Anyone who believes this, hit me up. I have a toy factory at the Arctic Circle I'd like to sell you.
Went 0-7 with this deck and got slaughtered. I haven't been raked lower than 10 in awhile. No way this deck wins inside the Top 10.
I use it, I know planty of people who use it, and a lot of us are between rank10 and rank5, with high win rate with it (like 60-75%) and havent push it to his limit yet...
so, either you are playing it wrong with your mulligan, your priority between trade/face damage, or you are getting a lot of unfavored match up, which is most likely the case to be honest,
also... if this deck was meant to be A REAL <top tier> it would be on hsreplay.net and stuff like that...
when if you look at it, the meta is Mech / MidRange / (Spell?) hunter.
this deck is kind of a Beast synergy Aggressive Hunter deck, making good use of the basic strenght of Hunter cards and playstyle.
but clearly, I know multiple people who actually went 7-0 or close to it (rather than 0-7)
and you are the first one that ever comment about going under 60% win rate around those rank. (rank10 and slightly above)

hey man fellow midrange hunter lover here, is 1x hunter's mark too slow for this?
I believe the 2 Ironbeak Owl in this deck are trying to do a similar job at it.
It doesn't ''kill'' the targetted minion.
but It also bring a buffable beast body to the board, which I value more.
if you feel like Hunter's Mark or Deadly Shot (or any other damage dealing/removal card) would do best for you.
I believe the Ironbeak Owl would be the card to rotate out for it.
also for anybody who read this,
you could rotate out the Ironbeak Owl and put another 'aggro' card if you don't feel the need for silence effect.
but I died too often to 1 annoying taunt/deathrattle/effect minion, especially between turn5 and 9,
that made the difference between a quick win, and a slow turn around leading to either a rough win or a sad lost,
so I prefer using those minion with silence in the deck.
you are right plus its a beast with a 2/1 body for 1 more mana its worth it now that i think it synergies are far too important to ignore maybe also the silence removes taunt,lifesteal etc.
Also in my homebrew version i got 2 marked shot to clear the way and potentially discover kill command or other usefull spells, whats your opinion on that?
exactly. the fact that it is a beast minion is actually a big deal with all the synergy available in this deck, making it hard to not want to use those ;-)
I believe this is getting out of the <Aggro> to go more into the <MidRange> type of deck.
I dont know if Marked Shot would be the best one to use, I dont think it would be since it can only target minion.
It would really depend on how often you would Discover a spell that would fit well.

I love looking throught all classes and find the best Budget decks I can after a new expansion release,
especially when there is a rotation, since there is less cards, its usually a more aggro meta.
with only 4 expansions active in standard instead of 5 or 6.
