We need to look whole picture about the cost and effect of this card.  3 for 3/3 that shoots for 3 damage... not bad.  Vs 5 mana to get 3 corpses and shoot for 3 damage.

IT does seems slow, and the only Rune to really make use of the Forge effect would be Blood, and there are other options that will provide better value. 

I think this is exactly correct, I think. However, it is important to look at the historical value of pings like this, as well as the fact that it is runeless. I could see a fast unholy deck running this in a 29th-30th slot, even if the list is pretty tight.
