People are overreacting about this card... It's good in some cases, some really specific cases of super greedy wild decks that you only encounter 1% of the time and even that it doesn't counter things like Nzoth/Gul'dan battlecries and Priest resurrect stuff besides that it's just a removal (a 6 mana removal that you can only run 1 copy of it)
Basically, it's more like a tech card depending on what kind of copy stuff is on the meta

This is just so good... Assasinate and a 4/4 for 1 mana even if the extra has no effect. Counters a lot of cancer combos, not to mention Sathrovarr that ecerybody got and is currently used to have 3 Kun, the Forgotten King or some such nonsense.
This card is straight OP. Say a quest druid gets a third or fourth mana surger and plays it. You play this and wipe their board copies and deck copies too. How is this balanced?
Compared to Oasis Surger itself, which in Quest Druid is 2 5/5's with Rush for 5 mana?

Alternatively, Turn 1: Anka, the Buried. Turn 2: Drakkari Enchanter and Emperor Thaurissan with the combo cards in hand. Turn 3: Play Octosari (0 mana)>Togwaggle's Scheme (0 mana)>Togwaggle(6 mana)>Flik Skyshiv (4 mana)
Edit: Okay, I did some math regarding my second combo and here are my results:
You can beat a Linecracker Druid with 1281 armor with 11 stacks of Togwaggles Scheme while the Druid has 30 cards in deck.
You can beat the same Druid with 2562 armor with only 2 more stacks of Togwaggle’s Scheme.
Not likely that this matchup with the stack amount happens too often, but it’s fun to think about how the combo fares against one of the most famous counters to it.
Calculation details below if you want the long version.
Let’s assume you are trapped against Linecracker Druid with 1281 armor who has 30 cards in deck. If your Togwaggle’s Scheme has 8 stacks on it, your opponent will draw 34 cards into fatigue. Using the formula, n(n+1)/2 where n is the number of draws into fatigue, you will deal 595 damage. Lethal in most cases, but that’s not satisfying, so how many stacks of Scheme would you need to beat arguably the best anti-mill deck?
The minimum amount of cards to draw to deal at least 1281 is 51 cards for 1326 damage, requiring (51+30)/8 = 10.125, so 11 stacks of Togwaggle will defeat Linecracker at 1281. Interesting to note that if the opponent only has 29 cards, you only need 10 stacks.
What if the Druid pulled off the full combo for 2562 armor and still has 30 cards in deck? In this case, you would need 72 draws into fatigue. But that’s nothing, right? You just need 102 draws, or at minimum, 13 stacks of Octosari.
Ecthelion Dude... does the deathrattle activates from the opponents deck when destroyed?
Everyone I've asked has said that the deathrattle activates when destroyed regardless of where it is (obviously with the exception of graveyard). The deathrattle hearthstone wiki page seems to indicate otherwise, but we have never had a card like this. Someone correct me if I am wrong, but this seems to be how most people are interpreting the card at the moment.
I am pretty sure that deathrattle from deck does not work. Though I can't find any other card which "Destroys" a card in a deck only "Removes" so I cant be 100% sure.
Hm... I play a few hundred Mill Rogue games to date.. When deathrattle cards get burned (opponent hand is at 10).. no deathrattle activates. When Opponent hand is full and I use Vanish or Sap.. deathrattle activates. I believe the card removes the copies of the cards in the deck rather than to 'destroy' them and deathrattle activates.

My brain hurts.
Void Contract, Azari, the Devourer, and Hemet, Jungle Hunter all destroy minions in deck and afaik none activate deathrattles. I wouldn't expect them too either, that would make for some really weird effects.
