I already imagine shenanigans with Togwaggle
how would togwaggle do anything when it is both players that get the corrupted blood in their decks...
It can since if you swap your deck with just one card in it (Corrupted Blood) your opponent does not fatigue but every time draws damage
Actually Togwaggle would be perfect for this card, but I think the wording is just a bit unclear to be certain if this is an OTK. As a Druid you empty your deck, find a way to kill Hakkar, then using something like Twig, swap decks with Togwaggle. Now in theory this would cause your opponent to lose on their turn, because they draw an infinite number of this card. However, I think the wording they have used means that you shuffle the cards after you have drawn the extra card. So, in the hypothetical scenario I was talking about, you would take 4 damage (3 from the 1st copy and 1 from fatigue) and then you would shuffle two more copies of the card into your deck.
I think this card will see play in some Druid, Rogue and Warrior decks, with slightly different styles. Druid can combo with empty deck and Togwaggle, Rogue can use effects like Academic Espionage to make it less likely that copies of this card are drawn and Warrior can use it as a win condition for long games, using their armor and typical lack of cycle to make it less likely they lose to the damage inflicted by Hakkar.
What this card fundamentally does is to accelerate the effect of fatigue. This would be a good card to play right before Togwaggle, but consider this - when Togg druid successfully executes Togg combo with an almost empty deck, usually they've either (1) won or (2) are dead on board.
Playing this is only good in those specific games where you Togg successfully but your opponent kills you with his remaining resources over the next 4-5 turns. That's too narrow a situation to justify a card slot.
Similarly with Espionage rogue this situation, where you got your opponent to fatigue just a little too late, is very rare. This card is only good in a meta with a lot of control-vs-control matchups, and when are we ever going to see that?
If you play priest and corrupted blood is the last card in your deck, you only get 1 dammage each turn ( +2 heal -3 dammage ). Not bad vs fatigue deck's.
I think you will immediately draw a second, third and so on card after you draw the first.
This looks like one of those cards that looks weird and unplayable but ends up being a new deck type down the road.

To counter your opponent's combo who plays Hakkar, the Soulflayer.
Hemet, Jungle Hunter is better. You will not destroy Corrupted Blood in your opponent's deck and Hemet has 6 attack.
As I said, it is counter, I'm not playing a 10 mana 9/6 with almost no upside...

"After you draw, shuffle...", so I draw it, it casts, draw the next and then 2 copies?
So in fatigue, i draw the, get 3 dmg, draw then fatigue dmg and get two copies for next round.
So if that card would be the last in your deck:
Fatigue round 1: -3 + -1 fatigue
Fatigue round 2: -3 + -3 + -2 fatigue
Fatgue round 3: -3 + -3 +-3 + -3 + -3 fatigue
That's how it works, right?
Fatigue round 1 yes, round 2 is death. It would shuffle 2 into your deck after drawing, it would then draw the next and repeat.
