Even if silenced, this card is still bad. You have to spend 2 cards, to get a 2/2 and a 5/5. It is much better to just play Frostwolf Warlord and get at least a 5/5. Bad in arena and unplayable in constructed
Unless you play it and then give it to your opponent. (Warlock) synergy.
At the end of the day, its just a 4mana 2-2.
Numero how many times you dislike it, its jsut a 4mana 2-2 with a slight upside. Because ur opponent is going to kill the 2-2, There is nothing you can do about it.
Even worse than Moat Lurker, which is considered to be a poor choice in arena.

Oh man, this + Evolve into Bomb Squad!
Or combine it with the new Thrall and go right into Big Time Racketeer!

4 Mana for a net 2/2 is poor value, at least in a vacuum. There will be times when the opponent will not have an answer to Rattling Rascal, in which case 4 Mana for a 2/2 and 5/5 will be an incredible tempo play. Sadly, no competitively viable card ever bet on the opponent not having 2 damage to spare.
There are ways to abuse this card. Possible combos exist with bounce effects or cards like Treachery. That said, we've already seen similar cards with poor bodies and strong Battlecries in Big-Time Racketeer and Bomb Squad; decks that are built around abusing said Battlecries are not commonly played.
There is some nuance to this card, in that your 5/5 is summoned before your opponent's and therefore can attack first. That can be an advantage. Suppose you run Rascal in an Aggro deck. First, summon Rascal, giving you a 5/5. Next turn, opponent kills the Rascal and nabs a hefty 5/5 of his own. On your next turn, you attack face with your original 5/5, dealing 5 damage. Finally, your opponent trades and kills your 5/5. A realistic scenario, in which Rascal reads, "4 mana: Summon a 2/2 and deal 5 damage to the enemy hero." Not overwhelming, but fair.
