Great for Quest Mage.
Great for Duplicate (Reno/Kazakhus) mage.
Bit too slow for anything else but certainly not a bad card.

weird card. doesn't seem very good, but there are some fringe value/combo scenarios for it. should be interesting at the least
This is a better duplicate (in most aspects).
You only get one copy, but you can ensure that you get the card you want. Great for late game. Mages play a ton of value minions (think Elise/Sindragosa/Antonidas/Medivh) and this will get you more battlecry for your buck). Molten Reflection doesn't do the job for that.
Yes, better than duplicate in the sense that your opponent can't play around it and it's not as hand clogging. Worse in the sense that it only gives you 1 copy. I'd say it's about on par. That feeling when you played duplicate and got two 0/1 frogs :(
Which one is it?
First one, just think about how crazy the second option would be.
The second one would become "summon Antonidas and Add multile Fireball to your hand until your hand is full".
You would just run 3 minions total. Maly, Tony, Barnes. If you draw either before barnes you just play simulacrum to summon. 95% win rate.
Edit: 50% win rate because this would be the only deck in the meta.
Is my English fucked up or was it supposed to be "Copy the lowest minion FROM you hand"?
"Your hand" refers to "lowest cost minion", not to "copy". That's why the preposition is that.
I think the card "looks" for the Base cost of the card, not the Modified cost of the card.
I maybe wrong about its effect , but we haven't seen it in action, so we'll see how this is actually works.
Fun Fact: Simulacrum uses the same art as the card Pure Cold from the Sapphiron encounter in the Naxxramas adventure.

If you get them from cabalist tome is more consistency, if you have molten reflection and simulacrum in the deck is less, since you are adding 2 more dead cards that can be drawn.
I forgot to say that with molten reflection you have more mana available, 2x sorceres=4mana + 1st reflection, 2 mana+ 2nd reflection 1 mana= 7 mana, with this you summon 4 apprentices= 8 mana. Notice that 1 mana in this deck is equal a cabalist tome use which can be a big deal since sometimes you want to combo without finishing the quest and open cabalist tomes to complete it.
From the context of Hearthhead, it copies the minion to your hand, not the battlefield, which means you have to play the minion by yourself.
