Or they could just play something with 3 or more attack and it's just a 2/3. Combined with PW: Shield this card could be pretty spooky though.

And that's where you are wrong. You can play this card early game, or midgame, when you can buff it instant.
Early game your opponent wants this minion dead right away, i.e. soft taunt.
The conditions you mention, count for every single card in this game.
It's so cute! Priest players now officially have a pet rock.
This card looks so good, but is hard to trigger. Spending 2 mana for a 2/2 and restoring the 2/3 would be good but not that imba. It could be used in constructed decks, not essential.

This guy is less reliable than Northshire Cleric.
I don't see it surviving enough trades AND receiving healing.
It can at least trade with a 3/2 unlike Northshire Cleric. Like Northshire Cleric it got a pseudo-taunt
Give the Priest more OP cards?
Sure, why not
SO if you can curve this into the new priest 3 drop, kill their 2 mana 3/2 (and then still leave this guy as a 2/3) and then heal it next turn and find 2 mana to spend on something else this card becomes okay.
Seems like far too much setup, this might as well just read as a vanilla 2 mana 2/3 in about 80% of situations.
You say that as if that's the only possible good outcome. How about:
1 - Aggro: 1-Drop || Priest: Coin + Geode
2 - Aggro: (No removal) Hit Face + 2-Drop || Priest: Kill 1-Drop + Hero Power
Now the Aggro player has a 2-Drop that might even die to the 2/2 on the board and the Priest still has a Geode with a big effect and card advantage. Compare that to the average Priest 2-Drop right now and that seems pretty good to me. Also the effect is big enough to actually warrant attention later in the game.
Curve Priest Confirmed...
1 mana 2/2 that heals you for 4, 2 mana 2/3 that summons 2/2's when healed, 3 mana 3/4 that gives a minion 3 Health, 4 mana 3/6 that heal you for 3 when you play holy nova the next turn :D
Not sure if you just make it sound cooler then it actually is or just don't know minion says "Whenever THIS minion is healed".
