Agree completely. The reason this cycle is more expensive is relatively simple: the average quality of legendaries is quite high. A lot of legendaries see play in different decks, and very few are not useful. Combine that with reno decks (which have always been expensive) and you have made a crazy expensive meta. But, to be honest, this has been the most fun I've had with hs in a long time, maybe since Old Gods. Despite the expansion being expensive, I really like the design of the archetypes (except control warrior, of course) common in the meta right now.

Are you kidding? psychopomp is the by far best priest card now. It's played in virtually every single priest deck. Why would you buff it?
Also, Hack the System buff wouldn't change anything, dr boom is too strong.
Also, Mage is tier 1 right now. I wouldn't want them to receive another strong tool if Flame Ward gets buffed.
The Supreme archeology buff would be fun tho. That seems like a good change.
P.S. We're going to get nerfs anyway, aren't we?

Agreed on the mechanics part. Far too much recycled.
Also, I would extend this criticism to deck archetypes.
Overall, it feels like the HS Game design team has been steadily getting worse at their job since Old Gods (Imo). All the cool archetypes and mechanics have been watered down and replaced with less interesting ones for the sake of change. (A great example of this would be Control Warrior, which used to have early game removal but win with pro-active late game legendaries (like ysera, grom etc.) and threats. For the last 2 years, it has been nothing but pure reactive fatigue-style, which is far less interesting to both play and watch). The same is true for virtually all decks, Freeze Mage (which was incredibly fun to play) has been replaced with a board centric Giant Summoning archetype, which is far less fun to play (objectively) and goes completely against mage class identity. You can play the same game with virtually all classes and primary archetypes over the years, progressively either getting worse, or, at the very least, growing stale.
Perhaps this is the natural life-cycle of a card game. Maybe, if we were starting today, the game would feel a lot better and the mechanics/archetypes more interesting. I think, however, the only way to fix this game permanently and prevent it from growing staler and staler is to add new ranked game modes. Perhaps we could have competitive game modes with a lower barrier to entry (Example: Only the most recent expansion + Basic set). Most players don't play Wild because it has such an enormous barrier to entry. It makes no sense to enchant a legendary if you're only going to play it in this one deck and will never have another application for it. Hence, even for most long-term competitive players, wild is not an alternative ranked mode. Therefore, the only way to truly make the game more refreshing imo is to offer an actual alternative ranked gamemode to standard, in which the meta differs significantly and different mechanics/ archetypes are prevalent.
But hey, thats just my two cents. I have been nothing but disappointed with the horrifyingly slow pace at which the development team has introduced new content over the last two years. Maybe the new expansion will be fun to play for the first couple of weeks tho, we'll see.

I would skip. The biggest decision-point on whether to preorder or not for me is the consistency of the quality of the legendaries. Up till now, a lot of the legendaries have been complete junk. Also, there haven't been too many good epics. If I were you, I would skip this one.
