Decks post TGT will be really wonky or slow, thus those playing aggro will get legend easy. After about a week or two, decks will be more refined, and other archetypes will emerge. This is pretty much what happened during GVG, so that would be my guess.
I don't see it as being good. It dies to almost all 2-3 drops and early game spells like Flamecannon, Frostbolt and more. It just seems like a good way to take 3-4 damage to face and have no early board control. Plus if you top deck this card in the late game you're dead no matter what.
3 mana deal 2 damage to a minion and the minions next to it.

In all seriousness though, that would make Arcane Explosion and Cone of Cold absolute trash. Plus mage has a ton of damage dealing spells, thus it would be redundant.
No one has raised this point in this thread, but what about Spell damage? Would it be combined for both players? If so, there are some ludicrous combos with Malygos and Prophet Velen. Also, how would Wild Pyromancer work?
A lot of people seem to be complaining about the Zoo, Mech Mage, and Face Hunter archetypes. However, the reason these decks are so prominent and so efficient is because they are noob friendly. Not only are they cheap in dust but quite easy in terms of knowing when to trade, or go face. If Hearthstone was more friendly to noobs, giving them some sort of gold or pack incentives, the meta would be much less stale. Keep in mind that a newer player has to obtain some, if not all, of Naxxramas, Blackrock, Gvg, and the Classic packs. Additionally, if they want to play arena it will cost them even more gold. I mentioned gold or pack incentives earlier, but there are potentially better ways to do this. For instance, players that have heroes below a certain level(25 or so) have an extra 20% gold gain in total until a certain level. Thus, new players can stay competitive, and old players can play against innovative and interesting deck archetypes.

This weapon has good synergy with blizzard, cone of cold, and frost nova. Albeit a high mana combo.
