It's not for several reasons.
Going from 8 to 9 mana will for sure be the difference between life and death in quite a few scenarios.
Having to have a full Highlander deck from the start will make quite a few current decks unable to use it.
Sure the upside is that the Reno can still be played with plagues in the deck but lets be honest here in 85%+ of the games you're facing decks that doesnt put puke in your deck and in those matchup this is a 100% nerfs however you want to see it.
Also most Highlander decks tend to go quite deep into their decks so it just doesnt matter that for example Warrior can play Reno/Brann against DK, the Plagues will still rip them apart sure the change might up the winrate for Warrior and other Highlander decks abit but I'm 100% sure that DK will still have a really strong matchup against them. due to the power of plagues and the fact that they have no counterplay what so ever.

Still can’t figure that design choice out. They removed Brann from standard because doubling ONE battlecry was too powerful. But doubling all battlecries for the rest of the game for 6 mana isn’t too strong? 😳

This meta is atrocious. From untouchable magtheridon for 1 mana to wheel decks with WAY more than enough ways to lock down the board for 4 turns, to keeping Helya but removing Steamcleaner, and of course who doesn’t love double battlecry Warrior control?
They’ve done a terrible job balancing, and an even worse job of making games interactive.

The fact that you have to play a deck without any duplicates IS the counter play for highlander cards. 🙄

Highlander decks are terrible in this meta because of Plague DK. It’s almost like the devs gave ZERO thought to having plagues and Reno in the same meta.

The current designers clearly live Paladin. Top tier consistently. Remember last expansion, Pally was top tier, but they added the aura cards to the core set out of nowhere… making the class even stronger.

Fun deck, it’s a laugh to see Sir Finley alone on the board smiling as the opponent takes massive fatigue damage.

Embrace of Nature is too expensive now. Even 3 mana was a bit costly to draw a choose one and combine it. The druid pirate was the best one - draw a choose one card and split it into two cards.

Every class has dredge cards. Druid’s isn’t that much more powerful than any of the others.
