Ive played since beta and this is going to be the first expansion I do not pre-purchase :( HS has steadily been decreasing in quality and I feel this expansion is by far going to be the worst addition. I really hope not but it dont look bright to me atleast

Most people may disagree with me but I personally prefer Dungeon Runs type of modes to Adventure modes. Dungeon Run was really unique design, defeating OP bosses, collecting OP treasurers, having weird interactions etc. I think that with this mode people had a lot of fun with its OP'ness. Like summoning Ragnaros for 5 mana or having 2 2/2 Silverhands in turn 1. I went crazy with this and finished all 9 classes in a week. The only problematic thing was Priest and Mage, which was really hard to finish. But overall It was a refreshing and great experience. Even now, Im still playing and trying to finish the Sword of Qual'delar! But I think they need to add 2 more things which are better rewards (no one is even using the cardback!) and an endless mode for players like me. I always liked RPG games where you gained EXP, became stronger upon each monster. And Dungeon Run made the same experience. But it was like an level cap, of 8. So I would be grateful if they added these.

Honorable mention to Curious Glimmerroot, an skill-testing card that's super good and can give you additional information on what your opponent is playing, while maybe enabling you to pull off crazy synergies. And it's just super fun, it feels great with Chameleos.

It's impossible to help with that, it depends too much on your own budget and how important Hearthstone is to you. You said your budget is tight, so really wonder if the packs you'll have with gold won't be enough to get what you'll actually play, forgetting about the fancy stuff. I pre ordered all expansions from the very beginning, but stopped since Kobolds, because I couldn't see myself throwing 50 bucks for cards anymore and would rather spend those on my Switch games. It just depends, but yeah, 50 bucks is a lot in gaming, keep that in mind.

I've been Legend in the past, and don't personally mind 100% RNG fuckfiesta when it's in Brawl. To each their own, and assuming one's level based on their preferences won't get us anywhere, because you can't do that.
I understand it might not be fun for a lot of people, and frankly, this is an uninspired brawl that has nothing to do with the upcoming expansion. I don't know why they stopped doing like they did in TGT, namely, enabling players to play select decks with brand new cards before the expansion was even out. It built hype and was truly new. However, how do you know the majority of players do not like this type of Brawl? Hearthpwn or Reddit are a minority, by a huge margin. The most vocal, sure. But certainly not the most important for Hearthstone devs, who can manage to see the bigger picture through all their analytics and stuff.

When it comes to aggro, nothing comes close to Naxx Hunter, pre Undertaker nerf. Absolutely nothing. The closest contender would indeed be aggro shaman post LoE, but still.
And I agree, people who complain current meta is too aggro have no idea what they're saying. There was a time where the ladder was populated by mech mage, face hunter and zoolock. That was the true aggro era.

If you give rewards for each run, while not making players pay an entrance fee like arena, this is seriously hurting Hearthstone business's model. You could farm the mode without any risk, it being much more worth it than the 10 golds for 3 wins in ranked/casual.
If you give rewards for special milestones, then people won't play for fun, they'll play for the rewards and be done with it. Just like what happens with Tavern Brawl.

All the games constantly giving rewards for anything is actually toxic on the long run. Players are not playing for the sake of playing = fun, they're playing to get that carrot in the end, and repeat the process. They become more comfortable playing a merely decent mode with rewards in the end than playing a thrilling one just for the sake of it. I'm not just talking about Hearthstone, all games filled with "incentives" have this issue.
Players now think their time must be compensated, as if playing a video game was apparented to working in any way, shape or form. If one does not thoroughly enjoy playing a game or video games in general, then they should quit doing it and find other way of entertainment among the hundreds of them out there. You wouldn't ask to be paid for going to the movies, attending a party or playing some bowling for a night. Actually, you would be fine paying for it. Because it entertains you, it is worth both your time AND money. If you don't believe playing Dungeon Run is worth ONLY your time, since it's 100% free and F2P Friendly, then you shouldn't bother with it anyway.
