I would first advice you to take Hearthstone for what it is : a sandbox where you experiment with hundreds of cards.

and generally (but not that you should buy them with money), you will get a legendary from each expansion within the first 10 packs. So you should get packs from every expansion at least until you open a leg. But you can buy them with ingame gold as well since you might get the leg in an early pack.
edit: as to the meta, you can check vicious syndicate or other meta snapshot sites. The decks mentioned there are the ones you will meet the most when it gets above the very low ranks.

There are two problems with dusting cards that are out of the meta other than the one you brought up.
One of them is that the meta is constantly changing. We will soon have a new expansion released and it will change the meta, an even bigger change will happen in April 2018 when some sets will rotate to wild and another expansion will be released. Cards that may not work now may have other cards released that make them playable or even great. Its nearly impossible to say what will be good. One card from Ungoro that has been crap was Lakkari Sacrifice, the Warlock Quest, one of the worst cards. But this expansion Cataclysm will be added and make the card just about good.
Another is that eventually, if you want to play wild, there is no telling the combinations that may make a bad card good, heck it may be already good there and you wouldnt know unless you play wild. I plan on playing wild in the future so I keep copies of almost everything.
Dont get me wrong, there are horrible cards that are good candidates to dust like Lorewalker Cho, or Nat Pagle. A new player wont know that, and they are legendary cards. If your ever thinking of dusting a legendary ask on the forums first. Just mention that your a new player and older players will chime in.
If you need dust and are a new player, dust extra cards. You can only play 2 copies of normal-epics and only 1 legendary in a deck. Also, I would recommend dusting gold cards if you have the deck limit for them as regular cards. The gold versions do look better, but they are functionally the same as the non gold ones. Play ranked mode each month. As you climb you can earn a gold card. If you have it already its free dust. -

I strongly recommend you don’t do that! Arena can be very profitable when you are good. Otherwise, you’ll lose gold on it. Keep in mind that for every win someone else loses. As you need 4-5 wins to make a profit and it’s game over after 3 losses, guess where you are going to be in the first months.Take some time to fully grasp the basics of the game, and then go to arena. If not, you’ll just make the rest of us happy with an easy win. -

The reality is that it takes some time to build a collection, that or tons of money. As others have pointed out, Dont buy from Gadgetzan or Whispers of the Old gods as they will rotate out of Standard in April 2018 and you wont have enough cards to play wild. Try not to craft cards from those sets either. Dont dust cards unless you are willing to craft them again, always ask on the forum before dusting a legendary. Buy the welcome bundle. Since you have not bought packs before you will get a legendary in the first 10 packs of any set. So buying 10 Ungoro or Knights of the Frozen Throne is a good idea as you will have a little over a year to play them and get at least 1 legendary from each set. If you can afford it the pre order deal for Kobolds and Catacombs is a good deal that will give you 10 extra packs for the money.
Next do the daily quests and save your gold to buy packs of the April 2018 expansion. Some will suggest playing Arena, I wouldnt as a new player because you will be eaten alive, learn game play before playing Arena. Play the Tavern Brawl each week for a pack. Play the game on your computer, a tablet, and a phone for 1 free pack per device.
Your going to lose a lot in the beginning, but learn from your mistakes. Disguised Toast has some good beginner decks, so you started on agood site for new players. Good luck. -
