Milling is when you burn the opponents cards because they draw when their hand is too full. "Mill" is a term from Magic. From the Magic wiki - Mill is an informal term used in Magic describing cards moving out of a player's library to somewhere even less useful (meaning: anywhere other than the hand). The term alludes to the card, Millstone, which was the first to feature the mechanic "Milling", a strategy some decks use which takes advantage of the decking rule.
This deck's main win condition is fatigue damage. It doesn't actually mill any/many cards until the brann/coldlight finishing combo.

It may be worth noting that on turn 8 you could use Kabal Lackey as a one mana spell for the purpose of Archmage Antonidas.
Archmage Antonidas > Kabal Lackey > Counterspell for example.
