Thanks for the response. I think the 70/30% ratio of PVE/PVE is a perfect mix. As mentioned before; I think the current ratio should be flipped, I wouldn't want it to be exclusively PVE either. As far as the reward system, I think too much reward is a valid concern and should be conservative. However; this can be balanced by replacing weekly packs with long term rewards that are of similar value. I do see your point on players that don't have much time to play potentially missing out on the rewards though and I definitely wouldn't want that to happen as we all get wrapped up in life from time to time. Considering an incoming rotation, you;re gonna want Witchwood, Boomsday, and Rumble cards to craft (likely).
Witchwood you need both Baku and Genn and it basically opens up decks for all classes. Lord Godfrey is another insane card.
Boomsday has Zilliax as an absolute staple, and there are also a ton of Legendaries for various archetypes like Dr. Boom, Cloning Gallery, Kangor, Luna, Subject 9, and Mecha'thun, all depending on your play style.
Rumble has some very fun Legendaries that actually are making an impact. They likely will be rulers come rotation in addition to Baku and Genn. Stuff like Zul'jin and Shirvallah define entire archetypes, while stuff like Jan'alai, Jeklik, and Thekal provide recurring value.
I'm not sure about making it exclusively PvE, but they should definitely have at least 70% be PvE for sure, it's such a nice change of pace from ladder, and you don't have people grinding their gold in there with unfair decks. The other 30% can still be used for those interesting rules and such, but the "random decks and queue up like ladder" TB's are kinda annoying, they can do away with those.
Also I don't like the idea of increasing rewards, especially for an amount of TB wins. Maybe that's because I don't have as much time to play as most, but really I actually like expecting a Classic pack on Wednesdays, it's become such a staple of the HS experience (imo). Sometimes they offer a pack from the latest set or a special card back, and that's extra reward enough for me. I remember the days when there was a blank space on the main menu and we had no TB's! Not that I'm totally opposed to more rewards, indeed they may have to do something like that in the future to keep people playing, and we could all use more gold and dust.
As a whole I love the idea of revamping TB's to contain more PvE type content, great post!
He has a lot of uses if you get creative in your deck-building. If you just net-deck, dust him because nothing is around with high win rates.
I've seen him used in fun meme decks like Rogue destroying their decks and playing the spider guys and a few key cards. There is a lot you can do with him, and it only expands as the game goes on.
Again though, if that's not your style, just dust him, as he will likely never be in a top tier deck (likely).
People like the one who flamed you should understand that a lot of players using "meta" decks in Casual are either testing the deck before laddering or trying to complete a quest and/or the 100g daily limit. They're not there just to piss their opponent off by playing a "meta" deck.
If their "off-meta" decks lose to "meta" decks, they shouldn't be surprised either.
The main problem is a lot of people expect different things from Casual mode. It can be a rumble of ranked, it can be a meme matchup, it can be a homebrew hodown, or anything in between.
Bottom line is, don't feel bad about playing anything in Casual, that's what the mode is there for.
edit: Also, etiquette and Hearthstone shouldn't be mentioned in the same sentence. (lol)
I think Leeroy is A#1 candidate. Just too much potential with this guy, and we all know how problematic charge minions are, historically. Too many ways to push like 20+ damage to face with this guy, and he goes into everything aggressive.
Malygos also seems like a likely candidate. Although, it does seem like Team 5 likes these types of decks. It just seems ubiquitous, as does Leeroy, which is a main reason they have HoF'd cards in the past.
I think they would have too much to replace if they HoF'd the cards you mentioned. Zoolock would be totally dead for all eternity, for sure. No way to replace Flame Imp and/or Doomguard. Plus, those cards also don't have the snowball issue, like Hyena (which would be a good choice to either HoF or nerf to only buff attack).

If you don't own Tarim or Quartermaster, I would certainly consider Sea Giant (again, if you have it).
Your board-flood strategy plays right into it, and may be enough of a finisher to close out those Druid/Rogue games.

Taldaram provides a nice turn 10 play after Gul'Dan: Cube + Taldaram + Hero Power on Taldaram
It guarantees one doesn't get silenced, but other than that he's very replaceable.
Stonehill is good, like the other user said. More Voidlords are always nice.
