Why are there cards in hearthstone that are strictly worse than others? I understand that different situations make different cards better or worse at different times. But some cards are undeniable "down grades." Of course, I expect some cards to have "similar" - but slightly different - "side-grades," but when I look at two class cards and see that one of them is strictly and undeniably better. I can't help but scratch my head.
examples:
dark bomb < frost bolt/deadly shot
shiv < wrath/mortal coil
burgle < Thought steal
Flame lance < assassinate
etc.
I understand some classes might benefit more from the given affect, but I feel like the downgraded version of these cards should at least have some added flavor or effect to make them seem like less of a rip off every time the better version is played
