He is being perhaps a little overcautious (though he has that right) and doesn't understand.
There are literally 10s or 100s of millions of Battlenet accounts, and unless we have 10+ digits after every name clearly there will be duplication. If there's only 4 digits then the same numbers will be shared ALOT.
Everyone in the thread says he is overcautious, that he might have blacklisted you before etc. My opinion is that he just got his 80g from you and then found a ridiculous excuse not to trade his and repeat. Blacklist HIM, post his name, let the rest of us know not to trade with him. As many people say, the notion of a 4 digit number being unique in a 7-digit player game is laughable.

The most important argument is: Blizzard has more than 9999 players. Blizzard has more than 9999 heartstone players in each server, therefore, there is no mathematical way of given each one a unique 4-digit number.

It may be the case that Blizzard recycles old Battletags. He might have left the game and that number was given to you.
Check out my entry for this week's Card Design Competition. Vote for it if you like it.
He might have blacklisted you for whatever reason (be it deserved or not)
Just a quick glance at some blacklisted users:
AdelH#2613 Chrille#2613 Skarrata#2613
MalucoCZ#2291 rygo#2291
Anchan#2582 meneamenea#2582
So the number is obv not unique, you can tell the other player if you like...
