On the NA server I can reach pretty much the same ranks that I can on EU, but with only bog standard, basic cards. I've not spent a cent on there and only play now and then. I find it easier to rank up in early levels at least. SO I'll have to say EU is tougher, not tried Asia much at all.
But from what I've seen on streams, i'd say that Asia seem to have very different decks than the other regions. US seem to have more fun and experimental decks. And EU seem to be the tryhard region.
There was a thread about a month ago, started by a guy who said the following: "I'm a 3 times Legend player on NA, and last month it took me 168 games played to reach legend. Because I was bored, I started laddering on my EU account, which is at pretty much the same levels as my NA account. After 650+ games I was rank 4 on EU, playing with nearly the same decks on my behalf".
I think this showcases the situation best. The thread was then filled with people who supported the view that NA is miles easier than EU, and that rank 5-rank 4 EU is equivalent to Legend on NA. People who had coached on both servers also supported the claim that NA is far easier than EU when it comes to Laddering.

I think most users on this site are from EU, so the result will be biased. Also the time of day in each region matters. I voted for Asia because as an arena player the Asia region is scary to play in. From watching tournaments I’ve seen lots of weird and effective hybrid and combo decks in Asia, like Kolento’s nightmare, Chinese priest, and Machine gun Mage.

I remember this question got asked on the official US forums and nearly everyone said the US server was hardest.
And the same question was asked on the official EU forums and nearly everyone said the EU server was hardest.
Of course, all players on both sides claimed that their opinion was based on extensive experience across multiple servers and was not at all affected by confirmation bias rooted in cognitive dissonance.
I play Arena on the three servers on two different accounts and I have to say that i reach 7 wins more consistenly on asia and na server, not because eu server is harder but i meet way more inexperienced players doing rookie mistakes. Once you get to 6 wins the playing field levels out and players are good no matter wich server you're on. For ladder i feel it's the same everywhere, not very difficult until rank 5 and then it's 50% mage/warlock/warrior legendary players and 50% rest of classes.
Well, I'm not a particularly seasoned player overall...but my primary place to play is NA (have played for two full seasons there). I just started EU recently to give me something else to do in my downtime, and I found that it's been easier in the crap ranks to move up...granted, that could be solely because I've improved as a player in the 2 seasons since I first started playing Hearthstone and now actually have some degree of understanding of proper plays versus outright bonehead moves.

Would be curious to know the answer, though I think there will be a lot of biased opinion.
Only serious deck on EU. No fun deck :( So EU is hard....
b-but I .. have.. more... cakes...
I only play on EU myself.
But from what I've seen on streams, i'd say that Asia seem to have very different decks than the other regions.

Lol 90% on EU now...
Probably because it's like 6 or 7 AM in the US.
Could change poll to: where you from?
Though I must say, of all the videos I've seen, I'm always surprised to see the amount of misplays on US on high ranks.
Bias? or honest?
I've seen some NA streamers say they found EU a little harder from Rank 10 onward, before that they're just the same.
in b4 this turns into a EU>NA vise versa circle jerk while almost no one will admit that asia>all. League of Legends twitch chat all over again
Saying Asia > all is just as bad, ironically.

I think China is the hardest to play Hearthstone, especialy when you don"t have access to it... XD
There is no cancer deck in hearthstone ! You are the Cancer !
They're all basically the same, unless maybe you're trying for rank1 legend.

The only cancer in Hearthstone is its community.

I can only compare EU and US and for me the US players were no where close to being as good as the EU players.
Last season I played with the same decks in both EU (165 games) and NA (134 games) and finished at rank 2 each. I didn't notice any major differences.
