I think you should try your hands at the arena. It lets you draft from all the cards in the game, so you could end up witha very powerful deck, and if you get one win, and you'll most certainly do every time, you'll be guaranteed a pack. If you get like 5 wins, that's already a nice reward. Plus, you'll not just improve your collection, your game skills will improve as well. So go and do some arenas :)

Playing will eventually give you more cards, no denying. I assume you have looked into all the quick pack/gold achieves to boost your collection a little? If not - google it :) Buying cards is essentially buying time - its essentially your choice/budget.
I have a complete collection, but I started my collection with Arena. I played it exclusively - 1 game a day, 7 days a week for a month. I never payed with gold, but with money. The reason is because it increased the risk/pressure to me and because I was guaranteed a pack a game, it was me opening 7 packs a week + packs I could buy from Arena gold rewards.
After a month, my collection was looking "good" but still didnt have all the legendaries I wanted (I should also say that amount of Arena does wonders for your skill level too). So I decided to end my cash expenditure into the game with a 40 pack - rationalizing as paying for the game and previous games was just like other card games "the cost to draft". My first 40 pack wasn't great and I used my birthday as an excuse to buy 2 more 40 packs. With that and deing all my gold cards, I stopped having to pay for the game - rewards from playing gave me at least a legendary a week until I finished it.

Due to the way Hearthstone works, there is no fast/quick way to earn money or packs. Since you always have a "real" opponent you need to fight, once he starts taking full turns, even the fastest decks get slowed down.
In general going the aggro route results in faster losses/wins for you, and are usually cheaper to construct (based on dust costs). They are less fun to play and more predictable though. Still in "casual" mode your average playtime per win should be higher, than playing high level ranked play.
Fastest way to earn gold is "clever" acquisition of quests: always try for a 60+ Gold or a "general stuff" (kill minions etc.) one
Fastest way to earn packs is going Arena and go for 7 wins, then quit and restart. Since you can't guarantee to get to 7 wins every time, it is usually better to not quit and just continue to play, earning more gold and single card rewards that way.
If you want to invest money into the game (which you should; the game is awesome, so the team earned it), I suggest paying for arena only several times in a row and stockpiling up your gold until you start having 4 digit amounts (usually I say pay for 10 arenaruns and stockpile). This should back you up for bad streaks and refilling gold via constructed feels much easier until you can start another arenarun.
If you really hate playing arena, just get 15 or better 40 packs at once.
Personally I went the "subscription" way of paying: 15 Packs per month for several month in a row, buying arenaruns with gold only. In hindsight, I would have done it the other way round (as I suggest it nowadays), but I didnt feel comfortable with arena in the beginning. I completed my collection after 5 months in total, without playing every day and doing matches whenever I felt doing them.

Just stick to arena, don't give in and spend your gold on packs like I often do.
Arena won't help you in constructed though, arena is about value and efficient trades, card advantage etc. Constructed is just vast legions of identical gimmick combo decks. You play arena to earn the cards you need to build the latest flavour of the month game breaking deck and then just ride it up the ladder until it's finally nerfed a few months later.
That's the problem with HS imo, that is the end game, which is a lot less fun, creative and challenging than the "early game" of arena.
Not sure if/when this will change but it won't be any time soon. So don't be in any rush to build your collection tbh. If I were you Id just enjoy arena and wait for adventure mode.
I never touch casual. It's where a lot of players go to test out their new decks, and they don't play the same as they would in ranked, they take more chances, play more aggressively. Stick to ranked and arena. Losing in ranked is no big deal, get a win streak and it makes up for any losses. The lower end of ranked is a lot easier than casual too. So even if you lost a few games in a row, you'd climb back to where you were just as quick.

Some of the keys to winning in arena are: - A good mana curve. You really don't want half of your cards to cost 5+ mana. So a good mana curve should look something like this:
- Watch popular streamers. You could try watching a few of Trump's arena videos on YouTube, and analyze his plays and draft picks.
- Don't rush and use your time. Always use your time to think about the best possible plays for your current turn and the turns to come.
- Pick the right classes. Some people will argue about this one and have every right to do so, but if you're new to arena, try not to pick Hunter, Warlock and possibly Priest. These classes are harder to play with in arena and require a very good draft to reach 12 wins.

Let me tell you you are really lucky then,not only for getting a legendary this soon ( I played 4 weeks to get my first and only one) but also because Leeroy is a great legendary that suits lots of (aggressive) decks. I'd recommend you have a look around the deck section for a general idea

Peaked at rank 3 couple seasons ago, usually around ranks 10-5 at the end of seasons (unless it's been a busy month irl)

As long as you're prepared to spend 150 gold on a pack + a few dust, rather than 100 gold on a pack, for quite a few runs while you try to get good at it.

True. Nevertheless it does payout in the end, as those additional 50 gold per pack will return with interest once you start averaging 6+ wins per run.

Well , think of it this way: Can you earn in 2 arenas more than 3 packs (300 gold both scenarios)? If yes, then proceed to play arenas as an earning method, otherwise playing casuals to get keen on the game sounds better imo. When you get good at the game, definetely arena

3 wins in arena last night for my 150 gold... got some great cards as a result and 50 gold back. Arena definitely the way forward!
