I noticed that in the weekly design competition, the creations on the first page get the majority of votes since people tend to get lazy reading the ones on the later pages. Is there a way to make the competition more balanced in a way that people will see ALL cards?
The finalists are calculated in such a way that cards on later pages are given as much chance as cards on the first few pages. I don't know the exact calculation, but trust me, everyone gets a fair shot.

Do we not usually? First time I really got curious to see it was last week, and I know we got it then. I thought it was implied the spreadsheet was always provided after the winner was determined.

The formula takes into account what page a submission is on. I don't know if it's exactly (Upvotes x Page = Score), but it's something close. So like for example last week I had ~40 upvotes but was on page 6 while there were some folks with ~50 upvotes on page 1. I made it to the final and they didn't because page was taken into account so I had a score of like 240 to their mere 50.

The forum moderators confirm whether or not a card meets the competition criteria, but otherwise they leave it to the +1s.
Entries on later pages do not usually get as many +1s, but the determination of whether or not they get included is heavily informed by their performance on their own page.
Once a card makes it to the finals, an image is put on the first page so that all finalists are on equal footing.
