I'm not sure how useful Desperate Power could be. I've never really played Handlock or any kind of control Warlock, but maybe it could work there.
Carrion Call shouldn't have to be a card. If Blizzard didn't nerf the card in the first place... If I had my way, Starving Buzzard would cost 4 mana instead of 5, but whatever. I think this card was a cool idea, but it's a little OP. Everyone hates aggro hunter enough, and this would just be compounding the issue. There would be no downside to this card, because the opponent would almost never get to use the card draw of it because the hunter could just trade into the Starving Buzzard with hounds... Maybe I'm acting a little biased towards this card and just assuming UTH always being played with this, but the reality is that the combo wouldn't actually happen that often. I really don't know about this one. I feel like we'd need to actually put this in the game and let people play around with it before evaluating this (if it was possible). It's a really hard card to evaluate, but seems like it would be balanced.
Ignite seemed like a cool idea at first, but the more I thought about it, it really isn't a good idea. You can look at it as a "3 mana, deal 4 damage. You cannot use your hero power this turn". Maybe on large minions you would get to see this being useful for two fireblasts, but that wouldn't happen often. Mages already have enough removal cards, and we already have 2 cards that deal 4 damage already that are arguably more interesting: Flamecannon, Dragon's Breath. Sorry, not a fan of this one.
I have the same thoughts on Carrion Call exactly. I think the reason that blizzard did the infamous 5 mana 3/2 was because Hunter is so strong already that simply invalidating one of the cards would still leave it in a high spot.
With ignite, it was supposed to be a tool for freeze mage against big minions, because you could freeze them and deal with them over two turns for a 5 mana deal 8 damage, but then I realized that mana probably isn't a big problem for freeze mages since they don't play many cards until they finish the opponent. Once I started making ignite, I felt I was running out of creativity which is why the workshop is closed for the time being.
This card seems to be balenced. But comparing it to Execute its pretty underpowered, Than again i shouldnt be comparing a warrior card to mage card. I like the idea but you should change the card-text to 'Choose a minion. Your hero power does (3) more damage to it.' so it can benefit from Spell damage but if you dont want that then 'Choose a minion. Your hero power does 4 times the effect on it.' so any class who happened to obtain this card can make use of it.

How about having Vessel of Light never count as damaged instead, and have it be healable regardless?

This+Mass Dispel. cool combo imo. Priests need a buff and this isn't that OP. Can also be combo'd with Ironbeak Owl or Silence/Spellbreaker if they ever come back.
