I am looking to craft 1 Legendary card and I was wondering which Legendary is the most "universal"; that is, which Legendary can potentially be integrated into the most decks.
I play a wide variety of decks- aggro, rush, control, etc.- and since legendary cards are so expensive, I want to get as much use-value out of the one card I craft as possible.
One criterion many people apply towards a good universal legendary is that it does something useful on the first turn it gets played. This includes Ysera, which is guaranteed to draw you a dream card, and Ragnaros which is guaranteed to hit someone's face. (And silencing Ragnaros might make him even scarier depending on the board).
Bloodmage is only useful if you want more spellpower, but since he's so cheap and replaces himself you can see him as "Pay 2 mana, gain +1 spellpower for at least this turn".
I'd say that Sylvanas is also good all-around but shines in control decks because she forces the opponent to play around her: Before any strong creatures can be played, Sylvanas has to be neutralized.
Hogger has his lower mana cost compared to Ragnaros and Ysero going for him. In a truly aggro deck you wouldn't expect to make it to turn 9 or 10 anyway.
Sylvanas wouldn't work in a rush deck. Hogger is much to slow as well, effectively the same idea behind Cairne with less potential aggression. Ysera is only for control decks to a certain extent. Cards like Baron Geddon may be an afterthought outside of burn or Mage control.
For my top three: Leeroy Jenkins may be the best candidate, he's pretty much a Fireball spell. Works in burn, works in rush/aggro, works in control. It's Leeeeeerrooooooyyyy. Bloodmage Thalnos is a secondary pick, he pays for himself and lets be honest, you're probably packing a couple damage spells. Finally, Ragnaros the Firelord, even if he's 8 mana to force him into a more control-esque role, he has some serious potential and can essentially swing the tide of many games. He'll probably find a good home in many decks.
Hogger, Cairne, Sylvanas, etc, are all behind them. They have no immediate effect that is able to change the momentum of the game, forcing them into typical roles of control and such. Ragnaros is blasting the turn he comes into field, Leeroy is charging, and Thalnos has his spell damage ready. These immediate effects are less prone to negative trades and usually give way to finding a home in most decks.

Would he fit into a deck like your Warlock Low Mana rush deck? I'm currently on the fence between him and Leeroy.

If you ask me, he doesn't. 8 mana is simply too costly and considering the current meta his effect - even though immediate - won't provide much value unless it hits the hero since 80%+ of high-ranked decks are rush decks entirely composed of miniature creatures.
Leeroy is great in a rush deck, Thalnos is truly universally applicable and the same applies to Sylvanas. Even though she doesn't provide an immediate benefit, she can swing the tides if you have to play from behind while you can also use her offensively for instance in conjunction w/ a defender of argus
Sylvanas sucks in a rush deck, though. She has no additional value if your opponent has no minions either and a few decks tend to focus on that idea, many times she just ends up as another 5 for 5/5 drop. Ragnaros on the other hand, deals damage, and damage wins games. Not every game is won before 8 turns, and you're adding just a single card that can spearhead a strong offensive to finish the game, there are 29 other cards and the Warlock is nothing short of lacking in hand count. You can use any card "offensively" if your idea of offense is attack when buffed.
Example sylvanas turn 5 turn 6 power overwhelming do 9 dmg then use shadowflame to clear entire board for 9 dmg or get that 1 minion he had left.
Turn 6 you do 9 damage and then deal 9 damage to their board and somehow have taken one of their creatures on turn 6? Your example is actually 2 different examples because you are either going to clear their board for 5 damage on turn 6 and take *hopefully* a giant or a 6/7 if you are lucky. Your other example is only great if there is a minion worth taking on turn 6 like vs Ramp Druid except Ramp Druid will probably play a Sunwalker so you wouldnt attack to take their minion costing you 2 cards for a 4/5 instead of having a 5/5... for example.
Edit: Forgot to add to the conversation, like above have said Bloodmage Thalnos or Leeroy Jenkins. Bloodmage is useful everywhere, Leeroy is really only used in specific decks but as one poster has said - its not a big step to put it in all decks.
Aishi_ is correct on Sylvanas. When playing allout aggression she usually is a tad too slow. So I see why he doesn't want to run her in his deck. Running a deck that is just a tad more controlly immediately makes her viable, though. Just look at curi's Warlock deck: http://www.teamliquid.net/forum/viewmessage.php?topic_id=435773 , which is another also very strong approach to modern warlock play. Here you will notice her being really good at controlling the board. Potentially you will even be able to combo her with Power Overwhelming orShadowflame. Which is incredibly strong.
So whether or not you want to craft her... you will have to make up your mind on the exact style of the deck you want to run.
If you want a "universal" card, I would also recommend Bloodmage Thalnos, card draw and 1 spelldamage is good in A LOT of decks. Leeroy Jenkins would only be my second choice if I really want an allrounder.
If you carefully read curi's post, you should also mention the following:
Craft #1 Sylvanas Windrunner
Sylvanas might be the best card in the game. Craft her for this deck and put her in your other decks too. She is absolutely amazing. I would recommend keeping her in all versions of the deck (both more aggro or more control) if you have her. If you don't have her, you can use a Harvest Golem or Venture Co. Mercenary.
According to him, she should be played in all versions of the deck. That being said, she's also an absolutely viable pick in the most aggressive version of the deck that one could run.
I was lucky enough to get Leeroy in a pack last night after an arena romp, which means so I'll go for Rag. After this, I'll either craft Thanlos/Sylvanas or Tirion Fordring, since I play Paladin far more than all the other classes combined.

Use Leeroy in my Warlock LMR deck, hands down!

Nozdormu wins you every game where you opponent has to go to the bathroom on turn 9.

For this cost you probably want to play Rag more than Tirion.
