I think quest rewards had such high stats/strong effects due to having to build your deck around the quest to acquire them in the first place. I don't think judging these hero powers using DIE, INSECT! as a metric is fair because you acquire them in different and incongruent ways.
The best way to judge how strong a Death Knight Hero Power is to first compare them to a similar Basic Hero Power. As an example, Build-a-Beast constructs a card for 2 mana. This is similar to Warlock's Hero Power, which draws a card from your deck for 2 mana and 2 life. Obviously, how exactly that turns out will have to be seen in practice.
Next step is to compare to Lord Jaraxxus. Have fun.
I think the new hero cards are more similar to Jaraxxus. Unlike the Warrior quest, you don't have to build your deck around the card, you just throw in Jaraxxus as a big late game finisher to out-value your opponent.
There have been several cards that have replaced the basic hero powers before, but that doesn't rule out that they could have been making additional system tests to support more of them.
Honestly I feel the best way to judge them is to consider how useful their immediate effects could be in an optimal deck for them to be used in and also compare the hero powers to the midway point of strength between Jaraxxus and Justicar.

Do you guys ever think that the Warrior quest was used to play test the new upcoming KFT hero powers? not sure if it was established before/elsewhere.
