I don't even know what the problem is anymore; is the card effect not fitting for Illidan? Are the stats the problem because of lore accuracy? Sounds like you are not fine with either. I think that him summoning the flames of Azzinoth is logical, personally. And as I already said concerning the stats, they do not matter at all lore-wise.
the problem is that he is crap. i mean, the card is crap.
this is perfectly illustrated by the warlock decks that use Voidcaller to get powerful demons for free. they play Lord Jaraxxus, Doomguard, sometimes they throw in a Dread Infernal for good measure. they do not play illidan. they would rather play a basic Dread Infernal.
Illidan Stormrage does not even work in decks that could use the fact that he is a demon, and that have ways to play demons for free. in decks without demon synergy, he is even more dead.
yes the card effect fits the lore, but he is a weak crap card. yes the artwork looks nice, but noone gets to see it because noone will play the card. yes the flames of azzinoth make sense lore-wise, but the card is so weak that people dont touch it with a 10-foot pole.
I crafted him a few days ago and he has helped me win so many games in my demon deck it has be absolutely brilliant. I think he is a perfectly good card, just maybe make the Flames of Azzinoth demons then he will be more playable.
The issue is he only has synergy with warlock really as he can manipulate him well (as hes a demon)
id love to hear how he won you games. in my opinion if you put him on the board on turn 6 and he lived through one turn, you had already won the game anyway.
every class already has access to weapons by Sylvannasing Tyrion Fording, or several other things like that. most easily priest with thoughsteal/MV.
as for illidan. he was my first legendary back in beta, and i havent used him in over 6 months in constructed. make him a 5/7 and he would WRECK FACE. 6/6 would be fair.

so you say that because sometimes you can steal a weapon from your opponent, but only if you face an opponent that has weapons, all classes have weapons?
this makes no sense. show me a priest deck with weapons in it, or show me a priest that can get weapons when playing against a mage or warlock, otherwise i am not convinced.

I would sign a petition for a 6/6. Also, we neeeeeed more Twisting Nether. That card's animation is the best in the game and we dont even get to use it! Maybe make it 7 mana and silence all minons? Silence would be more thematic because if a Harvest Golem goes into a twisting nether, half of it doesn't come back.

Onyxia is a 9/9, her father is a 12/12 who wipes EVERYTHING in the board AND your hand and is considered one of the most powerful creatures in WoW lore, even in Warcraft 2: Beyond The Dark Portal he was the hero with the most power, by a long shot. She is rivaled power wise only by giants, Ragnaros the Firelord, Alexstraza and surpassed only by one. Her effect while most people don't like has seen play in very specific decks, mostly Token Druid or Blood Shaman. Her power is very suitable lore wise.
Leeroy Jenkins leads the charge, and spawns all the drakes by stepping in dragons, so the opponent gains dragons, who kill him, get the picture? He wasn't an idiot, he gave tons and tons of views on YouTube to a World of Warcraft video, has a lot of recognition from the community and Blizzard, and he was given a card, an achievement, and a NPC in World of Warcraft, at the request of the community.

Most 5 drops and some 4 drops take a dump on Illidan and the Flame of Azzinoth is just laughable, plus how many do you get, 1/2? Even if you had 6, they die to a breeze, even Arcane Explosion, and they have no charge so you don't even get to use them.

I have had limited success with Illidan - and only exclusively incases where I had a perfect hand: Illidan, Innervate, Power of the Wild, Innervate, Power of the Wild (or something similar). Basically, a standard token druid "fill the board" play that costs more (because Illidan is more expensive than Violet Teacher) and thus harder to pull off. Would he be a better card if changed? Sure. Do I think he needs to be changed? Nope.

Ragnaros costs 8 Mana and has a 8/8 body with an INSANE card effect. I think Illidan deserves to have 6/7 stats, even 7/7 wouldn't make him overpowered but people would actually use that card instead of just DE him.
Make the Flames demon cards and change the ability to Whenever ANYONE plays a card summon a 2/1 Flame of Azzinoth
Now, you're talking. Considering Kel' Thuzad is a thing that exists, a 7/5 for 7 mana that creates a 2/1 for you whenever anyone plays a card at least makes him a decent soft taunt. As it stands, though, OP is right--Illidan is super underpowered.
Since Blizzard have said that nerfs and buffs ended with the beta (not like we can hold them to that or anything, but at least they said it), they'd probably release new cards that synergize well with Illidan if they want to buff him. What could those new cards be?
Maybe a creature that absorbs every creature you play afterward--health and attack. Then, every time you play a card, it eats the card you play and the flame of Azinoth.
Or, maybe a minion that punishes the opponent every time one of your minions dies--deal 2 damage or silence a random enemy minion or something.
I agree with OP, he is very underpowered compared to most other high cost Legendaries. A couple potential fixes IMO are:
1. Increase his health, decrease his damage.
2. Battlerage: Put a 2/1 Flame in your hand (then at least you can either use it to summon another flame assuming its not your 6 drop, or keep your card count higher for things like Mountain Giant/Twilight Drake)
3. Deathrattle: Equip a 4/3 Glaive Blade

Um... huh? He's correct - the Flame of Azzinoth does, indeed, die to Arcane Explosion.

Why not change the Illidan card to more mimic the effects of Lord Jaraxxus?
He replaces your hero, gives you 15 health, and comes equipped with a 4/2 Warglaive.
