The problem in joust starts when is a rng-inclused effect. Inspire is safer than joust.
In my opinion, inspire > Joust!
So, in the end, Inspire is a clear winner. Just see at the arena, what do Kvaldir Raiders, Mukla's Champions and Murloc Knights do, not to speak about Thunder Bluff Valiant and legendaries. And joust is seen as a gimmick.
