If you pick one of the pieces (blade or hilt) of Quel'Delar as your first active treasure, is there any guarantee that you will get the second piece as one of the three choices for your second active treasure (i.e. the one after the seventh boss), or do you have to be lucky?

No guarantee. It is straight up luck if you get both pieces. But if you do...gg. That Blade essentially says "Congratulations. You are fixing to nuke the final boss." lol.
Is there anything special about the blade half? Does it start in your opening hand? Or is it just a 1 mana 3/3 weapon?
The first half of the weapon does nothing special. It is just a 1 mana 3/3 weapon. However, if you complete the Blade it is a 6/6 Weapon that does 6 damage to all enemies when you swing with it and it starts in your opening hand.
I realize you are not asking about the finished Blade but I did want to mention it in case anyone reading the thread wasn't aware of the final product.

Luckily I managed to complete my run even without the sword: I managed to nab both the Stealth and +1/+1 passives with my Wee Beasts Hunter deck. The Darkness barely survived turn 8.

You get a normal pick of three active treasures so you need to be especially lucky :-(

And it happens the same with the other half. It's a simply 1 mana +3/+3 spell.
Wich often sucks if you don't find the other half, but in my latest run did'nt mean shit because I mauled The Darkness with a discard lock anyways.
