The actual meta is a sicking sequency vs shaman, i think if is not the case to have neutral tech cards extreme bad vs other classes but completely broken vs a specific class.
Example: 4 manas minion 0/1 with "Batlecry gain +4/+4, draw 5 cards and fully restore the health of your hero if your opponent is a shaman.", of course will have a version for each class, this way prevent this kind of meta, if a class start to rule all, like paladin before standard, you always have something to do.

1. Depends on what you are trying to deal with. Crazed Alchemist and Doomsayer are pretty powerful options against some of shamans plays, doomsayer beats coin totem golem, crazed alchemist can kill any early game totem. Weapon destruction is also very powerful again them. It's a very board focused deck so board destruction and freeze effects can really blow them up. They just have so much value that it becomes overwhelming. Saying that you don't have answers to shaman is stupid. You have answers, shaman just has so many things to play that you run out of them.
It was the same thing when the 4 mana 7/7 came out. Everyone realized that you can have an answer to it, but you end up not having an answer to shamans early/late game when you answer that card.
Asking to counter something with inherent value (the 5/5) is kinda silly, although I did hear about this one card that kills taunts for free.
Also, from your post is seems like you have no clue what you're talking about. You mention healing...ughh what? Healing to counter a midrange deck? This isn't aggro shaman buddy. Do you even know what you're trying to counter? I wouldn't expect any competitive player to think that healing would be an answer to midrange shaman. The reason their deck is so good is because of a mix of high card quality minions, great removal, and great synergy. Not doomhammer+rockbiter.
There are ways to counter most things in the game, some of them have rotated out, but some are still in the game, and you can tech against shaman.
2. I just don't feel like that fits hearthstone. Hearthstone is generally designed in a way to where cards can be played all the time, against anyone, and you feel like your deck isn't meant to zero in on other decks. Very few cards in the game are designed specifically at other things. The closest examples are Big Game Hunter, and Hemet. Few and far between because it's not usually how the game works. Imagine if there was a card that killed all mechs when GvG was released. Other card games have these kind of things, but it's not really how hearthstone is designed.
If cards like this exists probably never be used, but serves a purpose for a health meta, keep in check a class for rule all ruining the game, like with we have now.
If a card is designed that always blows up a certain deck then that deck will never be top tier. You can design tech cards to deal with things without pushing a deck out of the meta.

A deck will always be top tier. That is again, how a meta works. You can have a top tier without every deck being left in the dust. If the game was designed where a card just straight up beats a class then we would just play a garbage game of musical chairs.
You seem to think your solution will stop Net Decking, it won't, nothing will, ever. Netdecking has been a thing since card games have existed. I'm not sure why you think something will.
People will play the most competitive decks on ladder. The idea should be to try to have things as balanced as possible. Your goal is to make swings EXTREMELY swingy so decks can't be good. That is not the answer.

the color hosers in magic are just that: color hosers. In mtg you can play multiple colors, archetypes, and have many, MANY ways of getting around things because of the 25ish years of cards. In hearthstone the card pool is much much smaller and straight up hate cards like this are extremely unhealthy for a game. So unhealthy in fact that MTG stopped doing them a long time ago with them only coming back up as of lately in small number and in bad ability, keeping them under control.
