It is a win more card. It has about a 50% chance of turning things around which is a lot higher than most legendaries. The only other class-specific legend in the same league is Tirion IMO. Most of the others require a combo or are just too straight-forward.

He's damn strong against control matchups. He forces them to use many things to just barely survive if you dropped it at the right moment.

Don't get me wrong, I think jaraxxus and alex are great in control matchups. But they are not good against rush decks. That's what I was saying. Rag can fill a similar spot as an alternative to those cards, if your deck runs 2 healbots that is. I find 2 healbots to be overall more consistent versus aggro.
The thing I don't greatly like about these 2 is, Alextrasza or jaraxxus can leave you open to combos. When the opponent warrior has a weapon equipped, and when you don't have taunt on board; you practically shouldn't play those cards to heal. You might just die to grom+taskmaster combo. Maybe I just suck playing them.

Personally I don't run either and I own both. I find it is to slow in most matchups and typically I have enough threats that the opponet can deal with so jarraxus isn't necessary, If I had to choose I would choose Alexstrasza.
Alex Pro's:
In a control match and you don't need to set yourself to 15 (or you're above) you can target your opponent's hp
Due to the verstaility you can play any turn 9+ while jarraxus is only playable when you own board control and your opponent is behind
it's an immediate 8/8 which allows you to obtain some board control.
YOU CAN GO ABOVE 15 HP, in warrior/druid matchups, (or other match-up where the opponent has bust), this is a great advantage.
MOLTEN GIANT'S ARE PLAYABLE
Con's:
High manacost and if you are ahead on board it's a win more card
BGH Target
The special effect isn't always insane
Jarraxus pro's:
3/8 weapon to deal a total of 24 damage
your hero power no longer damages you and you have an endless amount of 6/6 threats
At turn 10 with coin you can coin hero power for a 6/6
When all your threats have been taken care of you have 6/6 threats that arn't bgh range.
Con's:
You can no longer go above 15 hp
MOLTEN GIANTS AREN'T PLAYBLE (until 5 hp [then they are 10 mana cost])
Can be a dead card if you must be able 15+hp for your opponent's burst.
3/8 weapon can be harrison jones so your opponent actually has a chance at coming back into the game
If done very early in the game you no longer can draw cards
Can make you lose hp
Sacrificial pact meta (LULS JK)
The only time you truly NEED this card is when you run out of threats, AKA when you're already losing.
On that note, you can choose which one you find more necassary. Jarraxus is insane in the control match ups and if the game lasts long enough Jarraxus will win. Alex can be used offensively or defensively and puts intimidate threat w/o the risk of being harrison jones.
Jaraxxus is better than alexstrasza and ragnaros in handlock for sure. Alex can set your life or your opponent life to 15 but thats it and th 8/8 body is at bgh range too. Jaraxxus not only sets ur life to 15 ( can save u if u are about to lose) and gives u a 3/8 weapon and an op hero power INFERNO! 6/6 infernals every turn for 2 mana only.
If I am somehow able to keep two giants alive on the board by turn nine (or earlier, now with emperor), I drop Alex and put to 15, and then smash for 16. She has one me more than one game that way.
Of course, unless they have total board control and harrison, jaraxxus is a pretty cool ending card. his weapon has ended a few games for me too.
