I'm in a pickle as of right now, in that I have 1600 dust. I don't know if I should craft Sylvanas Windrunner or Ragnaros the Firelord. Sylvanas I could see myself getting because I really like to play Priest, and she is a staple in their decks. Rag I would be getting because he's just all around useful in any deck really. But I don't know what to choose, so I need you guys to decide for me.

Congratulations on your first 1600 dust! You seem to feel that Sylvanas is for Priest only, while Ragnaros is always good. I would actually argue that Sylvanas is good in a lot more decks, where she can indeed see play, including but not limited to:
Handlock
Control Warrior
Ramp Druid
Deathrattle Shaman
In fact, Ragnaros and Sylvanas are mostly good in the same type of decks: heavy control that needs minions with either an immediate effect (Rag), or a slightly lower mana cost (Sylvanas) to still be playable in a relatively aggressive meta.
Right now Sylvanas' weakness is that lots of people are running silence in their decks; but even a 6 mana 5/5 that draws a silence is good value if you have other targets worth silencing in your deck.
Ragnaros' weakness in theory is that he can be hit by Big Game Hunter, but right now, so many people are running fast hunters and zoolocks, that you won't see a lot of BGH being played. That is also the danger of Ragnaros though: an enemy that floods the board with small deathrattle minions like Haunted Creeper and Webspinner (hunter) Or Nerubian Egg (zoo) can safely ignore Ragnaros a lot of the time and not worry about him hitting them. In fact, it can do the same for Sylvanas a lot of the time.
Now don't get me wrong, both legendaries can be well worth crafting, but if you know you'll mostly be playing priest, you could also consider getting a set of strong rare and epic cards for your deck instead. Cards like Auchenai Soulpriest, Cabal Shadow Priest, Shadow Madness and Defender of Argus may help your deck more at a much lower price if you don't have all of them yet.
I didn't say that Sylvanas was only good in Priest, I just know she's a very valuable card in high budget Priest decks, thus why I said staple. I have two Cabals, so I like your guys reasoning Pilleri and lionoffrost, Rag seems like a safer choice in this meta, being less susceptible to what it has. Thanks everyone for their responses!
I agree with HESJ. We don't know all the cards yet that are coming out with GvG, but we do know the meta will be shifting to incorporate the new cards. You may find out that you really love the new priest legendary that's coming out, or desperately need one of the new neutral legendaries. Since we're so close to the new release, I would hold on to your dust and wait and see.
If the new set comes out and you decide you still want to pick between those two, I would go with Sylvanas. I have both of them, but I've found more uses for Sylvanas than I have for Ragnaros.

Sylvanas is a legendary that many people make mistakes with, especially given where she sits on the curve.
Rag on the other hand can be a toss-up since the RNG can make you hate yourself.

i say sylvanas, rag is a big fat target. she will put pressure on the opponent and keep minions off the board
