Here's an effective budget Druid deck for the Masked Ball Tavern Brawl, costing only 1740 dust.   The only 2 legendary cards it runs are Baron Rivendare and Kel'Thuzad, both from Naxxramas.

The goal of this deck is to wear down your opponent with a constant stream of taunts, while silencing any big minions your opponents puts down.  It runs 2 Ironbeak Owl,  2 Spellbreaker, and 2 Keeper of the Grove, so you should have a silence at your disposal nearly all the time.

The most expensive card in this deck is the Ancient of Lore.  They can be substituted with Loatheb or Ironbark Protector.
