Not a dumb question at all, but it doesn’t, to my knowledge. That rule is counted per expansion, not per bundle.
Interestingly it does work I did get one, but beforehand i watched 20 Year of the Dragon pack openings, and everybody got one, and also a lot of redditors did. Maybe I'm just lucky, but I think the rules apply to each separate pack kind (for example the golden pack as well).

It does count, actually. You're guaranteed a legendary in the first 10 packs, just like any other type of pack.
