Presumably, this card is designed to allow Barnes decks to be more consistent, giving you a second Barnes-like effect to run with a few overpowered minions.
There are obvious differences between this and Barnes, but anyone who's tried to build a huge Barnes combo will know that you end up with an inconsistent pile of cards that admittedly wins the occasional game in a seriously unfair way. Not drawing Barnes is bad, and drawing your threats before Barnes is an auto-loss. Having a second similar effect that summons the full-statted minion is nice, and might enable such a combo deck.
Unfortunately, for this card, the card is missing something - as it actually dilutes the cards that Barnes can pull out while in your deck. Barnes summoning this and vice versa in a combo build is going to lose you the game. To be used in conjunction with Barnes, it really, really needed some text to stop them summoning each other.
The emphasis is on the card you send back! This is an inverse Barnes, a way to execute battlecries twice on different occasions. The price is that your minion has to sourvive. Think about N'zoth, Yogg, Reno etc.
The great thing about Goya is that you can benefit from both sides of the effect.
Imagine sending Reno back into the deck to then pull out Rag/Ysera/Soggoth/(insert big minion here).
That will win you the game right then and there.
N'zoth and put it back to your deck. Double Reno. Seriously injured big minion might go back to the deck as well. Sick.
shit card, over cost and the effect is really bad.

Am I missing something or this card is just bad?
It's like designers took Barnes, think about why it's so good (nice body for its cost by itself, because of low cost can be played in early game, creating copy so you wont lose that minnion from your deck, etc.) and make a card that do the same but without anything that makes barnes a good card.
Pretty good card. It will allow players to put more biggies in their decks
problem is most big good minnions have battlecry
in mtg cards have enter the battlefield effect so it always works no matter how it get on the board but many many cards suffer greatly from this battlecry mechanic

Value is there. Problem is it's quite unreliable with current sets of cards.

better off using potion of madness, 1 mana but limited to 2 attack minions or lower. or combo with the new -3 attack potion for an 8 mana 3 card combo
This is excellent for a Golden Monkey deck.

Can someone explain the mechanic? Does this mean when I play a chicken and this, i can swap the chicken with a free Cthun for example?
I think you are talking about the angry chicken. Then you will be effectively paying 4 mana to get a random minion because state wise Madam Goya is worth 3 mana.
