10 titans with 1 mana cost? Yep gimme
You can't generate titans
Is that an actual rule, or was it just part of the epic spell from the last miniset?
I'm 99% sure it's an actual rule that you can't generate titans randomly

You can't discover and randomly generate them
I'm pretty sure that Colossals, Titans, Quest, and Triple Rune Cards are removed from every pool (except the pools that specifically gives you those cards) honestly I don't know why they did that. They said that was for "make those cards feel more unique and powerful" but you can still play multiple copies of them by copying them manually.
Also I'm pretty sure I generate a Colossal before, but they say that you can't, so or is a bug or there is some cards from Wild that they just forget
(and or don't care about)to aply that rule.Colossals are weird. You can randomly generate Colossals if the card goes to your hand, such as The Countess's Legendary Invitations, Jeweled Macaw, or Amalgam of the Deep. You can not randomly generate Colossals if it's being summoned to the board, such as Blazing Transmutation, Jungle Jammer's Deathrattle, or Glaciate (one of those was changed specifically to prevent Colossals from being summoned). After all, if I randomly summon one minion, I should always get one minion, not three.
You can't its just normal Legendaries.
Its a universal rule
There are three guarantees in life. Death, taxes, and that the hearthpwn community will either think a card is a meta defining 10, or a silverback patriarch 1, with no in between.

Wow, what a horrendously bad design. It's probably unplayable garbage except that one-in-a-hundred scenario where it makes your opponent miserable.
I wouldn't be so sure. Paladins play pure decks to get 3x2 cost spells to Discover! a 0 cost Legendary that absolutely warps games.
A 6 mana 5/5 isn't great, but if you have a draw engine in hand after playing her, and you rip into multiple 1 cost, full bodied Legendaries, I could see that tilting games pretty hard more often than not.
Difference is that you get to choose your legendaries and get access to them much, much faster
Discover a legendary is MUCH better than get a random legendary; discover you can pick something either situational, strong stats, or at least that won't be utterly useless for your class and the game-state.
Getting random legendaries can give you some really bad ones with effects that don't help. That they shuffle them in means you have to draw them.
That said, 10 is a lot, and it could be fun and unpredictable if nothing else.
