Pretty good even with just a 2-mana spell, game-winning if you can somehow play an expensive spell.

Doesn't work like that. More than likely, Backstab resolves before the trigger for Li Na. Bounce it back for 4 mana, then capitalize later so Rogue can play something more expensive to fill the board with spicier minions.
Uhm do you realize how hard to execute that play is and how many resources is needed?
Okay, let's simulate the best case scenario: You play Li Na on turn 6 and shadowstep her. Next turn you can play her for 4 mana and get a board of 3 drops or 4 drop on turn 8. Do you really think this play is that strong for all the effort(and obviously you need some high roll to have shadowstep and Li Na in hand by turn 6)?

What do you mean precisely? Li Na is not yet realeased as far as I am concerned.
People thought the Ogre Gang gimmick was gimmicky and took a lot of resources. Rogues don't think twice about blowing resources, they just do whatever the fuck they want.
Yes but still the Ogre Gang is somewhat a solid archetype that gives you a predictable outcome and most of random 4 drops is just meh. I am not saying that people will not try to use Li Na Rogue in constructed but it will be just a meme.

So, I guess in Druid you can refresh Mana and do something kinda crazy with it.
It's not that bad in my opinion, it feels a little like Chef Nomi. You can play it on 10, cast Blessing of Kings on it and have a 7/7 and a board full of 4-cost minions.
Honestly if you play it on 7 and cast a 1-cost spell, on average it would be a 7-Mana 15/15, that has to be removed.
There is a lot of ways to reduce the cost, refresh Mana, and build a deck around using it to summon a full board of 10-drops. But I think that the card it's better if you are not that greedy with it. I don't think that is going to see a particulary big amount of play unless this set adds a spell that is really amazing with this card.
Refresh how? You have Desert Nestmatron and Contaminated Lasher, but those need to be discounted to give a significant discount (or one at all). Eonar, the Life-Binder doesn't really work, and all the other options are spells themselves, so you'll just fill your board with 0 or 1 mana minions and then your big spell does nothing.
I do see a fun interaction with Incarceration though. Probably more a meme than a viable deck, but you can play Li'Na, Shop Manager, Incarceration to make it dormant and fill your boards with 3-cost minions, then in 3 turns you can play a 10 cost spell to make a devastating board. But that combo only starts when you're on 9 mana and finishes when you're on "12", making it pretty slow and risky. Definitely fun, but unlikely actually good.
I mean, I always talk about the cards in Wild, cause is the game mode I play. And I used to Druid having infinite Mana, so I said it as in general.
But I don't think that you really need to play a big cost spell for this card to be good, cause you get the value of play the spell, so you are not really wasting any Mana. So if you play this and a 3-cost spell, you invested 9-Mana to summon a worth of 21-Mana in minions. I don't know it kinda looks fair in my opinion.
Incarceration is a cute combo, but the card is going to rotate when this enters into the game, unless that its in the core set and I don't remember. But we still have to see a lot of spells for this set. Maybe Rogue gest a 3-Mana spells that adds a 1/1 Copy of a minion to your hand that cost 1, and that would be kinda amazing for this card. It's really an sleeper. Even if is not good this set, is always 1 good spell away of make it pretty legit.
