With such body wording it literally reads "depending on your class this costs 0 or 10".
You could make starting cost 10 mana and reduce it for each Chaotic Tendril played, that would be fair class-wise and all tentacle related cards would become playable... doesn't it sound much more interesting then what we got??
I mean it does not necessarily make the card more interesting. This way you lock an exciting legendary behind gimmick mechanic (tendrils) that could potentially see no play. In the current version the card has much more playability as a standalone card while still providing some tendrils synergies.
And yes, I don't think every class is supposed to run yogg. As with the old yogg, there are classes with a lot of chip spells that want to play him, and there are classes that don't have support for him. It is perfectly fine if it doesn't fit in every class.
They should have designed it with tendrils in mind at least. Would be a much better and much more interesting card if both spells AND tendrils reduced the cost, seeing as most tendril generators are minions. At least that way you would have incentive and a payoff to playing a "pure" tentacle deck.
They did actually. Yogg ability "tentacle swarm" benefits a lot from running tendrils in your deck. Even playing 1 tendril card before Yogg will boost tendril swarm significantly. You can compare tentacles with jades > there are no real payoff cards of playing jade cards, but playing them together makes each card performance just better.

I don’t have a problem with the card itself. I do however take issue with the fact that you have any sort of say in what this version of Yogg-Saron does instead of letting him take the wheel and decide for you.
Technically the tendrils are part of Yogg and a hand full of them creates random spells.
It cannot be overstated how many decks this will go in, if not literally all (most) of them. Okay well maybe not low spell decks like mech rogue, but still.
Hearthstone is saturated with spells and minions that generate spells.
It's not going to be THAT many. You need at least 5 played spells to even cast this guy and at 10 mana he's not really worth it. If he's down to 7-8 he seems pretty good, but casting 6-7 spells before that can be quite tough to squeeze into your gameplan in a lot of decks, even ones with 50% spells.
I am so playing Tess rogue with all spells + three Yoggs in wild. I don't care if it will be 20% winrate against proper decks.
Spell Control Priest?
100%. This is straight up a win condition for priest, you can just run a ton of removal and healing spells and then rely on Yogg-Saron, Unleashed to finish out the game. Considering how easy it is for Priest to copy their minions, you're gonna have games where your Tendrils cast 20 or more 10-cost spells.
