To be honest, blizzard can solve the problem of "too good" spells easily by implementing the concept "legendary spells". Just allow one of the best spells each class has and maintain them in a non nerfed state.
By increasing the mana, they risk making the card too slow to use. For example, CoTW was amazing at 8 mana, but barely sees play now. They destroy their own game doing things like this.
Ice block is cheap enough, but its effects are way too strong. One trigger per game is enough. Other spells that could have the same treatment are Ultimate Infestation, brawl, and many others that were nerfed before.
Why the meta will be filled with ooze effects? All legendary weapons are crap, too expensive for their slow or useless effects. Nobody will play the hunter or warlock one in a serious deck, for example.
If they wanted to give healing to hunter, this would be the expansion. They had a gigantic plethora of spirit beasts to choose and lifesteal was implemented. Instead, they gave hunter shit AOE and even worse removal spells.
When are people giving up on "control" hunter? You can't control without card draw, board clear and a hero power that interacts with the board/draw cards. Hunter doesnt even have decent taunt minions.

Not for hunter. It really shines on rogue, even on warlock it's not THAT good.
For hunter, you better craft that new bow, the 1 mana cost 1/3 beast, that hydra, even the 4 cost removal.

Something like a companion spell:
5 mana, summon a random spirit beast
Arcturis: 5/5 taunt, lifesteal
Loq'nahaq: 5/5 stealth, lifesteal
Banthalos: 5/5 charge, lifesteal.
Done.
