I don't know what you are playing against exactly. It isn't even possible for Warlocks to play 8 minions with Lifesteal in Standard (outside of discovers), but maybe you mean cards with soul fragments. Or you mean Demon Hunter. But either way, none of them are legendary or epic cards, and the only "unfair" epic or legendary related to this mechanic (and respective decks) I can think of would be Soulciologist Malicia.

Assuming that your deck just doesn't work against the opponents you are facing, you might need to switch to a different deck, but for that it's important to know what exactly you struggle with. Could you perhaps be more specific which cards you keep seeing that give you so much trouble?

I also don't know how many games you've played or what your expectations are. Just to give you an idea, it's not unusual to lose 5+ games in a row on a bad day. It sure sucks when it happens, but that can (and does) happen to everyone.

It seems you are under the impression that the right legendaries or epics are absolutely necessary to win, but that is plain wrong. You most certainly can win with a small collection and budget decks. Not as frequent perhaps, but it is definitely possible. And I doubt, without knowing your collection, that you are factually unable to make a deck that can win. Though as others have pointed out before, how you play is also important.

Even in the absolute worst case, you'll get access to the full core set in a few weeks, with plenty of good cards in it. However bad your collection is, you will get some strong cards soon enough.

As for rank floors: That is right, if you are stuck on a rank floor, you can't drop anymore. But honestly, it really doesn't mean much. It's not like you can get to Silver 5 by accident and then all your opponents are way too good for you. The difference between ranks is not that big for the most part. Even if you stumbled somehow into Platinum or Diamond, you can still win games with suboptimal decks. If you have a Star Bonus left, it's a bit different though.

I mean 8 LIFESTEAL power, where he hits for 8 and heals for 8.  So hard to win against warlocks who heal so much you have to do 60 damage instead of 30.

It is frustrating cuz it seems like I am winning games, then my opponent suddenty has the perfect card to completely turn the game around (like the one who steals 3 of your minions if he cast 10 spells already?  Like what?  How do I see that one coming???)  Same with LIFESTEAL.  You can have opponent down to 2 life, then suddenly they are unkillable.  Also the rogue deck with 8 attack weapon that keeps getting stronger every hit.  Even taunts are not enough to beat this.  I think maybe I am just bad at the game because it seems no matter my opponent's deck I always lose.

Yes, I meant rank floor in silver.  You can reach there eventually since you can't lose stars from losing in bronze.  But once you get to silver opponents are too good to beat, so losing every game until I get reset to bronze again next season, I guess.

    Aggro Demon Hunter - HSReplay.net

    Face Hunter - HSReplay.net

Those decks are cheap and should be obtainable to you with a little grinding. You can replace some cards (such as Stiltstepper as it is an epic), the deck wont be as consistent but the shell is so powerful and easy to play that you will still pick up a lot of wins when you know how aggro decks play.

I tried deck AGGRO DEMON HUNTER, but it is still too hard to get wins.  There is too much healing in this game for this type of deck to have any success.  For example, warlocks with 8 LIFESTEAL minions.  Powerful cards are usually epic and legendary.  I don't know why people think you can win with small collection.

Another question if I get to a rank floor I cannot drop below it.  But opponents are too good for me to get wins.  So do I just stay there and never win since I can't drop down?  It is not fun at al...

If your really stuck and already bought your packs and opened them, don't craft anything yet.

Go to hsreplay.net, create an account, download their decktracker or plug-in software.

It will bring your collection to their database. Then you can find out what decks you can craft with what you have so far. Whatever dust you have left from card duplicates can be used to craft a good deck you'll find.

How do you upload your collection?

I have between 100 to 200 packs, still cannot win even one game. Others have way more cards than me. Is this how it is supposed to be? Can you win Hearthstone without spending $$$$$?
