I have between 100 to 200 packs, still cannot win even one game. Others have way more cards than me. Is this how it is supposed to be? Can you win Hearthstone without spending $$$$$?
Not if you started recently. And in general: no. Expect to spend a lot of money on Hearthstone if you want to go beyond wood rank. Or just ditch the game completely from the get-go and switch to a better + f2p game, like LoR. Will save you lots of bucks and grey hair. Cheers

Winning is not based on how much you spent, you still need to play decently. There are a great bunch of good decks (check HSreplay) and a lot of good streamers on twitch and on youtube to help you get the basics down. With everything you should be able to win at least some games, after that it becomes learning how to play a deck optimal.
HS takes some time to get good at. In this game money does not replace experience. (although at higher levels it certainly helps to get higher by allowing for more different decks/meta adjustments)
Try looking for some basic guides on YouTube. The amount of cards you got is secondary to understanding the game at least as well as your opponents, who probably are more experienced than you.

I have a couple of accounts, one of which being my completely Free to Play account, which has no trouble hitting at least Diamond each month, if not higher. Just get packs with gold to expand you collection when you can and build decks with what you have.
It's the worst and most common mistake for people to think that being able to buy all the packs they could ever want will make them a better player and suddenly they will start winning games all over the place.
Yeah, I was stuck Near "oldschool" wood rank between old rank 20-14 for a couple years. nothing changed that untill I "got good" . I did that by playing arena and used HearthArena to help me construct decks. Heartharena was good because it taught me a lot of the basic concepts of card gaming to a much better level then I used to understand them. How and why reach is important, curve, the role of health recovery, draw, combos, etc etc etc. most of all, you have to play enough to know when not to overcommit, when it's worth clearing every turn or holding removal, how to read and count cards, and most importantly that the most simple rule to raise your win rate is highest tempo, all face, it's not a universal rule, but it's the majority rule so it will most often be the correct play. It also helps knowing if you are the face or the control, and that is not always obvious. For instane Warlock face vs control can flip in a turn, because they have a lot of high tempo cards that can flip the board. ... Edit oh and new players miss lethal all the time.
My suggestion for FTP players is to not focus on all classes, there are simply too many cards.
Pick your 2-3 favorites classes, disenchant everything else. That way is going to be much easier to collect and craft cards you need.
Also a strong suggestion is to learn deck building and to not focus only on meta reports and tiers and stuff. Most classes can build powerful and consistent aggro decks without the need for epic or legendary cards.
I would advise not trying to build control or combo decks as a new player. They are expansive, harder to build, and harder to play.
I spent 5€ for the beginners bundle a long time ago because it had a classic legendary. Idk if it‘s stille there.

It was a long way but eventually i made it. i‘m not sure how this game plays for someone who started recently but i guess it‘s hard, since you have to play this boring mode called standard :D

If you are a new player, wild format is probably not where you'll want to be now since it is of a larger collection you'll have to collect. Probably stick to standard format for a while.

If you spend around 1-2 hours a day on hearthstone, you should be able to accumulate about 8k gold every 4 months which is about 80 hearthstone packs, probably more since the new xp point system or gold earning system is actually giving more than before. That is pretty much enough to get at least 4 legendary cards, all the common cards, and almost all rare cards out of an expansion.
To start with hearthstone and spend no money will be really hard in standard, ranked, and casual. Especially to finish those daily and weekly quests for new players.
If your really stuck and already bought your packs and opened them, don't craft anything yet.

It will bring your collection to their database. Then you can find out what decks you can craft with what you have so far. Whatever dust you have left from card duplicates can be used to craft a good deck you'll find.
i started when the game begun... i have 101,000 gold and 260,000 dust and nearly every card i started early and collected from there... i'm also an arena only main player so i farm resources the fastest..... i suggest playing wild cuz tempo secret mage is the cheapest deck and build your collection from there standard is insane expensive... then play arena or duels and build up resources and go from there
Or on Standard, You can try to find a Spell Token Druid version with no Epics rotating out is an option. Glowfly and Geuss the Weight will be around another year.

Dude, there is not such a thing as "WIN HEARTHSTONE".
You can reach #1 Legend in Standard or Wild, end 12-0 in Arena or Heroic Duels or have Battlegrounds Ranking over 20000.
