Wow, the Hearthstone team REALLY screwed this up. There were a couple of ways that they could have made these changes to prevent stupid Frothing combos and consistency while keeping the deck competitive. But they went the lazy route and just killed the deck because they didn't want to have to think about it in the future design space. As a non-Patron player who thought they needed to make a tweak or 2 to the deck, I am very disappointed.
The best Handlock changes with the meta. You want to get as controly as the meta allows. But when the Meta gets too fast, you have to sacrifice some of your handlockiness for survival.
Void Crusher isn't a terrible outcome. Just don't tap if you don't want that effect (and kill him off if you do need to tap). Basically is a 5 mana 5/4 deal 2 targeted damage card.
The meta right now (especially at the end of the season) is too close to the meta when Miracle Rogue was the deck. You either have to play Patron Warrior, or a Patron Warrior "counter" (and most counters are barely counters).
A needed nerf that won't destroy Patron Warrior or the way it is played is to make Frothing Berserker only gain attack for your own minions (this won't punish you for having a board against it and will prevent Patron players from having stupid 3-4 card empty board OTK's.
If that doesn't have enough of an effect, they should try changing battle rage to only trigger off minions. Again, it keeps Patron warrior playing the same but damages some of the more unfair and impossible to play around mechanics that made them nerf Buzzard and Miracle Rogue.
I'd prefer an overcosted 3 attack taunt that gets played for free as the new target when an enemy minion with charge attacks. It would be a tech guard that weakens combo decks and face hunter.
This deck is super greedy. Chow doesn't just help against face hunter. It helps against any tempo/zoo/aggro/non-patron combo deck. You can try it, but with the amount of tempo/zoo/aggro out there, you may often find yourself flipping the table too late to stop the last bit of burst damage.
Overload is a problem, but it is not the biggest reason Shaman has mired at the bottom of the food chain for a while. I think worse offenders are bad draw mechanics and the hero power - and the hero power is public enemy #1. It is too unpredictable to get any real use out of it. The only Shaman card that really has any synergy with it is Flametongue totem, but hero powering in an aggro deck is typically a bad play (most of the totems don't help you) and Flametongue has a lot less value in midrange and especially control decks (as do random, easily kill-able tokens that usually don't affect the board). I suppose Bloodlust has synergy too, but it is pretty overcosted and seems to sit in your hand as a win-more or a dead card too often.
I think Blizzard's first step should be to rework the hero power. Randomly reroll the hero power totem at the beginning of the player's turn so they know what totem they would roll by pressing the hero power button. If this doesn't seem to help much, remove Searing Totem from the totem list (or rework it). But the unpredictability of Shaman's hero power usually makes it the worst in the game.

Lore is one of the best cards in the game period.

I've seen him in various decks and he's one of the better legendaries in TGT. I'd keep him.

Silver Hand Regent in an aggro deck? Aggro Paladin typically loses the game if they have to hero power much.

You are missing an important option: "No, but it should be"

Good news, it only takes 700 gold to get him. Just buy the first wing of BRM and beat it.

You can try it, but I think in most cases it would just push back your clock a turn since Tinkmaster provides no pressure.
