No, it's only if the minions with the effect are still in your remaining deck. If you drew the last one already then it doesn't get their effect. :S

I feel like they'd need a minion that while on the field allows for you to choose which card to discard. I'd expect it to be a big-costing minion but also slightly understatted so that the opponent can get rid of it, like a 6 mana 5/3 or something so it'd be kind of a limited-time use thing. Or his death knight ability becomes a passive hero power that lets you choose the cards for the rest of the game.
The discover mechanic working with discarded minions would also be fantastic since it'd allow you to recoup some of the crappy RNG.
