Fledgeling is extremely strong on arena. You don't get all those cards in most of the runs what you've just listed.
And after all, you think you gonna win a game on arena after using just HEX on turn 3 or SWP? Not even saying anything about AOE lightning storm with overload that is a complete autolose.
Ask or watch any good player who plays arena constantly, everyone agrees that Fledgeling is insane on arena. You see a stupid 3/3 in your deck, you know that this single card alone gonna win 2-3 games for you alone. But somehow people on forums don't accept the reality. There are two categories of people feeding each other, one who can complain about anything they face in their matches, and second who argue them how everything is balanced and even in the game at any moment.
I've tried both versions this month. Had 70% wr out of 100 ranked matches with a deck that is just slightly different than A. I always had 1 or 2 Golakkas and Fire Flies, 1 Rhino instead of 2, and no Hunter's Mark.

Would making him 3/2 be too much?
IDK. The problem is that for some of those shitty arena classes getting really good rare neutral minion like Fledgeling is important.
