If someone is playing face hunter against you, they're winning and you start roping - you want us to believe that in that situation anyone would think: "Hey, I'm gonna lose a star, potentially throw away a winning streak, but I'll still rank up faster if I concede this game, and move on to the next." Obviously there's gonna be top tier competitive inspire decks in the TGT meta. They wouldn't introduce a completely new mechanic in a 132 card expansion without making sure the cards are good enough to played.
You do realise they've already nerfed dozens of cards already right? What makes you believe they're not gonna do it in the future and instead ban cards?
It's probably just because of some boring accounting issue related to making a worldwide game and catering to all the different markets and different laws in each country. The Diablo III auction house faced similar problems before the game was released.

Did you actually bother to try casual mode with a new account before writing this post? Because you are in fact matched up with new players, playing the basic decks provided by Blizzard.
It would be nice if you tried making a new account, played say 10-20 games and came back with the results about how long it takes before you get matched with players playing anything other than the basic decks. That will get you hard facts, instead of basing your argument of secondhand anecdotal "complaints" about losing 20-30 times in row.

You get matched up with other players who are the same rank as you, or as close as possible. In casual, you have a hidden rank / MMR. That's it.
What would Blizzard gain from making it more complicated than that?
