Just a small history thing to add: Blizzard originally hated doing nerfs. They started off waiting for months after they were convinced there was a problem (that's AFTER spending months convincing them). A good example was Miracle Rogue in 2014. They knew it was a problem before Naxx showed up but decided to hold back to see if Naxx fixes the problem. Then they waited a month after Naxx was fully completed, then announced the changes which would come a month later.
The public was consistent in demanding faster turnaround times for nerfs. It came to a head during Mean Streets when Blizzard waited 2 months before trying to figure out if there was a problem when outcries for nerfs came a week after the expansion and remained until the nerfs in late February.
How this nerf session was handled is the culmination of 4 years of customer rage.

It might be too late to reply to your question, but once, a warrior planted two mines with the help of Brann Bronzebeard. After detonating one, I was able to get the monkey down, and the second mine never showed up. I assume its only maps that don't get turned into legendaries, because my excavated evils and roaring torches also turn into leggies when the monkey comes out.
