This change just screams money grab. It makes completing your collection more expensive and it means you need to dump a few hundred dollars into every expansion to play standard. This might actually make me quit hearthstone.
The thing is, once your collection is complete, you stop wanting to play the game anymore (For most, at least, grabbing that next card is the goal we want to achieve, but when there's no goals left, we just lose the will to play). They HAVE to make it difficult to complete your collection. And the fact that sets go out of rotation also adds to their perceived "rarity", giving players more incentive to collect
It's a pretty diabolical progression method, if I do say so myself. Although it really wouldn't cost you a "few hundred dollars", more like 5000 dust, which you can easily get from dusting all the cards from the now obsolete set.

Guys, there will not always have another Mysterious Challenger in new expansion, so it seem fine to just replace some card with existing deck.

The Battle of the Builds is still ok with low dust deck, but this just too hard to win.
