Mana cheats are one of the most powerful effects in Hearthstone. It’s hard to tell how good any of these quests are until we see how the decks built around them work, but this has a lot of potential.
I think this is a good card. It has the combo-breaking capability of a Deathlord or a Dirty Rat, but without the potential to backfire and cheat out something really strong for your opponent. Downside is cost, but against combo decks, that may be a good thing, since the only minions they are likely to be holding by turn 7 are combo pieces.
However, this is a 7 drop, that does not affect the board state, and combo decks like Togwaggle and Mechathun are no longer in standard, so the only thing this is trying to hit in the current format is Tickatus. Also, does nothing against minionless mage.
A lot of legendaries require decks to be built around them. The animal gods and high priests from Rastakhan’s Rumble stand out particularly: Hireek the Bat and High Priestess Jeklik both work in specific archetypes, for example. Ringmaster Whatley exists to facilitate menagerie warrior. There are tons of legendary cards like this going back years; quests, for example, require a specific kind of deck. For a long time they have been very careful about not creating too many cards that are likely to get thrown into every deck of the associated class for the entire cycle, or cards like Zilliax that go into every deck, period.
Most of the stuff that the community really hates for whatever reason isn’t actually that strong, which is why it doesn’t get nerfed. Like, the Tickatus deck that uses various tricks to duplicate Tickatus and delete the opponent’s deck isn’t even really competitive. Warlocks aren’t even really competitive in Standard right now. People really hate having their plan disrupted by something they feel has no counter play, but even though the meme decks can feel unfair when they draw the nuts, they’re far less consistent than the top decks, and therefore far less oppressive, because you’ll beat them a lot of the time you encounter them, and you won’t encounter them as much at high levels as any of the top decks.
People hate the Shudderwock combo, but has any version of shudderwock ever been a T1 deck? I know it used to be better when Saronite Chain Gang enabled its combo, but even then, I don’t think it was T1. I think they nerfed the chain gang not because it was actually strong, but just because people hated it so much. Now that you have to use doppelgangster, it’s not strong at all. I was hoping to make ShudderThun work in wild and it did not.
Dr. Boom definitely got nerfed, but control warrior archetypes have generally been in the mix sometimes, and they’re rarely oppressive in the meta because even when they are good, decks like that are usually too slow to ladder with because the games take twice as long. I honestly don’t understand why people get more upset about control warrior being strong than they do about, like Murlocs being really strong sometimes.
I think this is good. Maybe really good. There has never been a card in Hearthstone that causes your opponent to discard a card out of their hand. There are several classes that have few abilities to cycle or draw, and losing a card gives them significantly fewer resources to work with.
If midrange or control DH is a good deck, this is probably auto-include.
The value isn’t crazy, and warrior has a lot of ways to clear a board. Might not even be good enough for constructed use.
Really big plays from this are Ziliax, of course, Akali the Rhino and Oondasta in wild and Kargath, Kargath Prime and Evasive Wyrm in standard. To do Kargath Prime you either need to keep this alive for a turn or reduce mana cost somehow.
All these combos come pretty late in the game, and don’t offer a way to immediately win.

According to HSReplay, Warlock’s win rate is 9th in standard and 4th in wild.
