I have been very careful to include any new cards from the latest expansion to add some win more and card draw to my latest creation and I must say i am very pleased with the outcome and this is deffinitely the best C'thun deck I have ever made and seen as the mixture of both N'zoth and C'thun in priest topples most regular control decks as they just can't deal with the damage the only exception being dead man's hand warrior which is neigh extinct.
The problem with that for me is that I don't find playing in such a way interesting as I believe that there should have been at least a few non-combo control arch types for each class that actually have a chance to both get to the late-game and out-value control warrior
I understand your concern about barnes but he is not the issues as removed from the equation you still have to deal with shadow essence on turn 6 and after making barnes a liability more than a tool which yes can snatch games before they even start but often times is going to be the bad pull from Y'shaarj or shadow essence the real problem is resurrect, mass resurrect, and eternal servitude. this is even more clearly shown by other big decks barnes is in as he is not impossible to counter in for example big rouge where the big minions are more of a problem but resurrecting them like KT or by the resurrect spells makes the whole equation impossible to out value as the priest is going to cheat at least 2 mana if he resurrects one barnes by chance and up to 21 mana by mass resurrecting 3 Y'shaarj. Which is simply neigh uncomparable to any other control/combo deck.
I do have to say that Vek'lor is a big part of the package but stonehill is a great replacement. As it can discover not only Vek'lor but also the Crazed Worshipper and The Lich King
First off I would like to say that I love the idea of having multiple cool control paladin archtypes such as deathrattles with N'zoth and mechs which seem to be doing good in the meta but seem the only other deck next to heal paladin that is in the meta and control.
And searching over and over the internet for good decks to base a dragon deathrattle paladin hybrid off of seem to have near to no results and only the dragon archtype seemed to have any type of interest shown in it while the deathrattle paladin archtype was quickly cast aside when the whispers of the old gods expansion rotated out and all decks are horribly outdated while there are also decks I have seen that call themselves a "deathrattle" deck whilst only having 3 deathrattles total and the rest of the deck having near to nothing to do with them.
So many people would usually point at just taking the heal dragon paladin route which I both do not have the dust for neither the will to craft as most of those decks end up just becoming a heal paladin with flair and lose the entire point of having dragons. So I was naturally more compelled to stay stubborn and keep looking for other ideas and decks that had anything worth looking into. Yet I have no idea where to even start as the combination of dragon and deathrattle is non-existant deathrattle is 100% dead and dragon is only reliable in heal dragon form which barely has interest in using the dragons at all. Any tips?

I have a hard time seeing the win condition for the deck but it gives good ideas!

the reason mostly is because I like dragons and have a golden N'zoth and thought that chillmaw might be able to stitch the two deck types together

As a person from 2019 I am here to enlighten you to the current meta and suggest better cards (which you might have heard of).
For the Arrogant Crusader replacement I would highly suggest the Piloted Shredder and the Howling Commander is much too slow and highly replaceable by for example Bone Drake or Rotten Applebaum or Sludge Belcher. And Sunfury Protector is also a better statted card than the Defender of Argus.
Furthermore you have a very interesting deck and you could possibly change out the Hydroligist with more card draw.
